The Position

The Maricopa Association of Governments (MAG) is seeking a team-oriented professional to plan, develop, and lead a comprehensive human resources program for the agency. The position will oversee strategic people and operational activities at MAG in support of agency mission and goals. Human resource functions to be managed include but not limited to recruitment, staffing, onboarding/offboarding, compensation and benefits, performance management, immigration assistance, employee development and training, employee relations, and administration and legal compliance. The Human Resources Director will advise executive leadership about leading-edge strategies to create a high-performance culture, translating human resource policies into action, and championing teams in a collaborative environment.


MAG has approximately 125 professional employees operating primarily in an office environment across eight divisions: Transportation, Environmental Services, Human Services, Information Technology, Fiscal Services, Human Resources, Communication, and Administration. The Human Resources Director currently reports to the Executive Director. 


Primary Job Responsibilities

  • Develop organization strategies by identifying and researching human resources issues and building human capital in a high-performance organization. 
  • Manage human resources operations by recruiting, selecting, orienting, training, coaching, compensating, and counseling staff.
  • Develop and build employee engagement and employee satisfaction activities, programs, and best practices in developing a high-performing culture.
  • Develop, maintain, and oversee an overall training and development program to grow and build employees for future opportunities and support agency succession planning.   
  • Manage human resources staff who are responsible for bi-weekly payroll and benefits entry
  • Develop human resources operations financial strategies by estimating, forecasting, and anticipating hiring requirements.
  • Support management by providing human resources advice and counsel.
  • Guide management and employee actions by researching, developing, writing, and updating policies.
  • Conduct research and analyze member agencies, metropolitan planning organizations (MPOs) and similar organizations, and the overall market to execute best practices in human resources.
  • Comply with federal, state, and local requirements and monitor regulatory changes. 
  • Manage company risk in human resource functions. 
  • Update job knowledge by participating in conferences and educational opportunities.
  • Conduct day-to-day activity meetings with employees, developing employee advocate relationships, collaborating with leaders on employee motivation and performance, and answering employee questions regarding payroll, benefits, paperwork, policy and procedures, immigration support, etc.
  • Actively participate in current project to replace the enterprise resource planning (ERP) system, in cooperation with the Executive Director, executive team and Fiscal Services Director. 
  • Accomplish special project results by identifying and clarifying issues and priorities.


The Candidate

Knowledge Required

Knowledge of standard and best practice human resource programs and processes, compensation systems, benefit design and administration, labor laws, Microsoft Office Suite, business administration. Knowledge in recruiting and sourcing high-performing talent.  Familiarity in immigration law, including F1, H1B, PERM or green card.


Skills Required

Abilities Required

Experience

Minimum of 7 Years of progressive Human Resources leadership experience. Bachelor’s degree in human resources or equivalent is required. Human Resources certification is preferred.
