About Hunger-Free Pennsylvania (HFPA)

Hunger-Free Pennsylvania began more than 35 years ago in response to the incredible need families faced shortly after the national recession peaked in 1983. In Pennsylvania, thousands of hardworking men and women suddenly found themselves without a job and without prospects when factories shuttered and mill doors closed.

In Pennsylvania's great industrial cities – Pittsburgh, Erie, Allentown, Bethlehem, Johnstown, Steelton, Scranton, Wilkes-Barre and more – unemployment rates reached double digits. Nearly a quarter of residents in some communities were out of work.

Pennsylvania has bounced back but hunger remains an epidemic. Nearly 3 million residents turned to food pantries and meal service programs to feed themselves and their families last year. One in seven residents remains at risk of going hungry. That's why our commonwealth needs a statewide effort like Hunger-Free Pennsylvania to address food insecurity.

Today, Hunger-Free Pennsylvania is one of the state's largest nonprofit providers of food resources for hungry families and a leading advocate in the fight against hunger. Our statewide network of 17 food banks serves all 67 counties in the year-round battle to ensure a hunger-free Pennsylvania.

Position Summary

Reporting to the Board of Directors, the Executive Director shall carry out the organizational goals and objectives, policies, procedures, and administrative duties of Hunger-Free Pennsylvania.

Position Duties and Responsibilities

Specific tasks of the Executive Director will include, but not be limited to the following:

Coordinate Hunger-Free Pennsylvania

  • Hire HFPA support staff as approved by the Board of Directors.
  • Manage all HFPA personnel and volunteers, utilizing a team approach to management; delegate and coordinate work responsibilities; develop staff training enrichment, take primary responsibility for hiring, firing, and evaluation, and work to maintain positive staff relations.
  • In coordination with the Board, the Treasurer, and other contracted to provide such assistance, develop budgets and oversee the management of fiscal records and accountability of the organization, including bank statements, grant administration, bookkeeping, payroll, audits, lobbying reports, and tax records. Assure financial accountability, sustainability, and responsibility.
  • Work closely with the Board of Directors and all Board Committees in an advisory and decision-making capacity. Ensure that tasks assigned by these bodies are completed.
  • When appropriate, plan, and coordinate special HFPA meetings and conference calls.
  • Research, recommend, and initiate changes in corporate and organizational structure, policies, and procedures in coordination with the Board of Directors and other counsel.

Develop Advocacy Work and Fundraising Efforts on Behalf of the Hunger-Free Pennsylvania Goals

  • Establish and maintain professional relationships with members of the Pennsylvania General Assembly in support of items of interest/concern of partner organizations as identified by the board, especially State Food Purchase Program legislation annual appropriation for funding food purchases across the state. Maintain relationships with personnel from PA Department of Agriculture who relate to hunger and partner organization operations.
  • Coordinate and initiate advocacy action tools such as organizational sign-on letters and emails to the state administration and general assembly tools to empower partner organizations through easy-to-follow steps and instructions.
  • Initiate appropriate meetings that bring together legislators and other government representatives with partner organizations executive directors and/or their designated advocacy staff to facilitate potential actions by government officials/agencies.
  • Lead the fundraising efforts for the organization by engaging individuals, corporations, foundations, and community organizations to provide financial support; identifying and implementing new revenue streams, with a focus on increasing sustainable unrestricted revenue; and planning and evaluating financial needs and fundraising plans for the organization's future.

Manage the Pennsylvania Hunger Action Coalition (PHAC)

  • Alert the Board of Directors, charitable food network, and external civic organizations interested in the anti-hunger movement regarding places and issues, which might call for legislative, administrative, and/or social action dealing with hunger and malnutrition. Provide leadership in dealing with governmental and legislative issues affecting federal and state food and nutrition programs.
  • In coordination with other anti-hunger partners in the state arrange calls and meetings as appropriate to discuss and determine action items to establish goals and procedures to initiate activities against or for bills offered by elected officials which adversely or favorably affect low-income families and individuals.
  • Work with civic organizations to develop a statewide hunger statistics data bank on all aspects of hunger's statewide effects and efforts to eradicate hunger in Pennsylvania.

Educate the Public as to Hunger-Free Pennsylvania's Mission, and Work with Other Organizations to Further the Mission

  • Develop public relations strategy through media outreach.
  • Increase awareness of hunger as a statewide issue and promote the HFPA as an authority on hunger in Pennsylvania and establish and deepen partnerships with other organizations in the pursuit of carrying out the mission.
  • Create a data bank on all aspects of hunger's statewide effects and efforts to eradicate hunger in Pennsylvania.
