OVERALL DESCRIPTION

The Manager Operational Business Systems provides oversight for the development and implementation of SEPTA's capital program support systems. These processes and software systems will facilitate project management, cost control, and quality improvement for program managers, project managers, and field personnel. System requirements and deliverables will be coordinated within individual Departments, among Divisions, and across the entire Authority.

SPECIFIC RESPONSIBILITIES

Develops a strategy for implementing technology and software for the Operations Division. Ensures that all systems, regardless of the leading department for implementation, will work effectively to enhance the efficiency and accountability of maintenance, inspection, and capital construction activities. Directs the implementation and change management of the Project Management Information System (PMIS), e-Builder. Develops a schedule for baseline implementation of the e-Builder system and deployment to additional departments. Develops and refine training guides and other communication about system utilization. Leads and oversees conversations of e-Builder user group stakeholders and Authority stakeholders about priorities for e-Builder enhancements. Supervises the integration of e-Builder with other agency systems, including the financial suite. Works with the Project Control and Quality departments to ensure that the a-Builder system configuration supports SEPTA's management procedures and the quality program activities. Develops Tactics, Techniques and Procedures (TTP) to govern the use and maintenance of the e-Builder System. Supervises and develop the staff of the Operational Business Systems Department. Reports on all activities to Manager, Capital Program Performance, SEPTA's Capital Planning Executive Committee, other agency stakeholders, this includes any third-party contractors retained to support department initiatives. Provide feedback in the development of a Standard Operating Procedures guide for Capital Program Performance Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self-and/or other employees. Responsible for personal safety and for promoting the safety of others. Performs other duties as assigned/required.QUALIFICATIONS AND EXPERIENCE
  • Bachelors degree in information technology, Information Systems, Finance, Engineering or STEM related background with six (6) years of experience.
  • Excellent writing, communication, interpersonal, analytical, and logical reasoning skills required.
  • Effective coaching and mentoring skills required.
  • Strong work ethic with the ability to quickly adapt to new environments and demands required.
  • Candidate must be flexible and solution-oriented with the ability to work under pressure.
  • Experience with Project Management Information Systems preferred.
  • Supervisory / Staff Management with a minimum of three (3) years experience preferred.
  • Supervisory/Staff Management training preferred.
  • Project Management Professional training/certification preferred.
