Job Overview:

Under the supervision of the IRC in Denver Executive Director, the Senior Program Manager is responsible for oversight and implementation of the IRC in Denver portfolio of direct service programs benefiting displaced people and immigrants. The portfolio comprises resettlement and integration and economic empowerment programs which include federally funded programs Reception and Placement and Matching Grant among other state funded and privately funded programs. The Senior Program Manager will also support a wide variety of office management and administrative responsibilities. As a member of the Denver officeâs Senior Management Team (SMT), they will contribute to long-term strategic planning and support implementation and achievement of the officeâs strategic plan. Also, this role will represent IRC in the local community and engage regularly with external audiences to increase awareness, generate support, and raise visibility of IRCâs work and client strengths and needs.

 

Major Responsibilities: 

The Senior Program Manager coordinates closely with the Executive Director to achieve the following goals:

Compliance & Administration

  • Ensure that programs comply with all contractual, reporting, and match requirements.
  • Manage timely, accurate, and high-quality data collection across all programs.
  • Produce reports and impact data to provide insight to internal and external stakeholders and inform program design.
  • Maintain sound fiscal management and comply with all HR and donor policies and procedures.
  • Represent office and assigned programs with IRC headquarters (HQ). 
  • Guide the implementation of HQ-led initiatives. 

Program Oversight

  • Promote client success and opportunities to thrive with a strong emphasis on empowerment and high-quality service delivery.
  • Ensure consistency with donor requirements and provide technical support, oversight, and leadership to internal and external stakeholders. 
  • Forge strong programmatic linkages, coordination, and communication between all teams.
  • Proactively implement processes and procedures that ensure clients are connected seamlessly to relevant programs throughout the agency. 
  • Promote strong relationships across staff and implement a client-centered service methodology.
  • Ensure that all program areas have clear goals, outcomes, and strategic plans leading to the sustainability and growth of programming.
  • Support new project design and program development, incorporating client satisfaction and client feedback to continuously improve and offer responsive programming.
  • Develop and maintain strategic community partnerships with other service providers, government agencies, foundations, employers, and other key stakeholders.
  • Work with the Finance Manager and program staff to monitor and manage budgets for all direct service programs.
  • Monitor program quality and progress toward goals; ensure that program outcomes meet proposed goals; adjust goals as needed in response to learning, client feedback, and context.

General Management

  • Provide high level leadership in accordance with IRCâs People Manager Standards, including:
    • Convening regular one-on-one meetings with all direct reports.
    • Leading the direct services management team. 
    • Effectively delegate duties and responsibilities.
    • Providing consistent and ongoing feedback and communication. 
    • Mentoring and coaching team members; supporting their professional development.
  • Recruit, hire, train, supervise, and evaluate team members; currently, this includes four program managers who collectively manage direct services teams totaling more than 70 staff. 
  • Manage annual training plans in accordance with HQ and donor requirements, staff interests and identified needs.
  • Write and review narrative reports for content and accuracy prior to submission to donors.
  • Oversee grant tracking and billing for direct service programs with a current budget of $12 M.
  • Assist Executive Director and Finance Manager in budgeting process.
  • Participate as member of the IRC Denver Senior Management Team.
  • Other related duties as assigned.

Job Requirements:

Education

  • Bachelorâs degree in a relevant field is required, graduate degree in non-profit management, public administration, human services, social work, or a related field preferred.

Work Experience

  • Experience successfully implementing strengths-based models in refugee resettlement, immigrant services, torture rehabilitation, and/or a similar area of programming to serve a diverse caseload of vulnerable populations.
  • Minimum of eight (8) years of professional work experience with progressive levels of responsibility, including supervisory and program management experience.

  • Strong experience with program and budget management, strategic planning, and conducting monitoring and evaluation activities to ensure program quality.
  • Solid relationship building, diplomacy, and networking skills; ability to effectively build internal and external relationships with donors, volunteers, community partners, government agencies, community leaders, clients, and colleagues at all levels.
  • Proven leadership and team-building skills.
  • Excellent verbal and written communication skills; fluency in English required.
  • Demonstrated success working and communicating effectively in a multi-cultural environment.
  • Self-starter with outstanding problem-solving skills, sound judgement, and the proven ability to prioritize and manage time effectively.
  • Attention to detail and accuracy in work product.
  • Proficient in Microsoft Office applications (Word, Excel, Outlook); ability to use the internet and other digital tools for data entry, research, and problem-solving purposes.
  • Valid driverâs license and access to a reliable, insured personal vehicle.

Working Environment: 

  • A combination of standard office environment and âfieldâ time within the service delivery area to perform the above responsibilities, with the potential for remote work on a limited basis.
  • Occasional domestic (non-local) travel required; up to 10%.
  • Occasional weekend and/or evening work required.

 

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget.  Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.

US Benefits: The IRC offers a comprehensive and highly competitive set of benefits. All US employees are eligible for sick time, a 403b retirement savings plans: up to 4.5% immediately vested matching contribution, plus an 3-7% additional IRC contribution, and an Employee Assistance Program which is available to our staff and their families to support in times of crisis and mental health struggles.

In addition, full-time employees are eligible for 10 US paid holidays, 20-25 paid time off days, disability & life insurance, medical, dental, and vision insurance (employee contribution starting at $135, $7, and $5 per month respectively) and FSA for healthcare, childcare, and commuter costs.
