Our Organization

The Community Economic Defense Project (CEDP) is a Colorado-based nonprofit. Launched in 2020 as the COVID-19 Eviction Defense Project, our organization was formed to keep our neighbors housed during the pandemic. Working with clients, we built a “one-stop-shop” approach to eviction, foreclosure, and homelessness prevention that centers the legal and financial needs of housing-insecure families and uses a variety of tools to keep them housed.


Our team now serves more than 1,000 people per month, bringing together housing lawyers, economists, data analysts, policy-experts, organizers, and technologists to serve our clients. In the previous two years, we have distributed more than $200 million in aid and served more than 40,000 Coloradans. We have also contributed to the passage of major legislation to prevent eviction, stop economic abuse, and make credit and life-saving medication cheaper. CEDP’s model has been cited as a best practice by White House, HUD, the Urban Institute, and in the media.


Building on our work to stop evictions, CEDP has further expanded its integrated services model to include disaster response, predatory towing, debt collection, benefit access & navigation, long-term rental assistance, and homelessness response. Similar to CEDP’s work on rental housing, these efforts offer a continuum of care that includes navigation and advisory services, targeted payments, legal support, and the ability to participate in advocacy.


More about the Role:


You will report directly to Christina Garcia, Chief Programs Officer. Additionally, you will work closely with our Chief Programs Officer and our Head of Integrated Care & Strategy. Your role will also involve active collaboration with Sam Gilman and Zach Neumann, our Co-Founder & Co-CEOs, and other key members of the executive team, including the Head of CED Law, Chief Financial Officer, Head of State & Local Policy, and Head of People.


We are seeking a Senior Manager of Programs & Strategy to help shape CEDP's housing stabilization programs and finance teams. In this role, your focus will be on high-impact strategy and operations projects, with a focus on process management and driving organizational efficiency. You will also work cross-functionally and act as a thought partner to the Chief of Staff, collaborating on operations and programs.


In this role you will:

  • Develop and implement comprehensive project plans for major projects for our Programs department (across our rental assistance, supportive housing, community services, call center, and benefit enrollment teams). Manage project deadlines, tasks, and priorities to drive progress
  • Facilitate efforts to further integrate housing stability and eviction prevention programs (e.g., rental assistance, housing navigation, voucher administration) with CED Law eviction legal aid work 
  • Lead initiatives to design and implement new programs (e.g., House1000, Medicaid supportive services, rural emergency assistance and housing navigation)
  • Provide high-level executive support to our Chief Programs Officer and Chief Financial Officer, including drafting communications to internal and external stakeholders (e.g., state agencies, non-profit and community organizations) and managing calendars
  • Collaborate cross-functionally to develop tools and communication channels that build visibility and engagement across our Programs and Finance teams (e.g., program metrics dashboards, high-level capacity and budget analyses)
  • Lead team/process improvement initiatives and build systems within the Finance team
  • Conduct ad-hoc research and data analysis in support of homelessness prevention and anti-poverty initiatives
  • Foster a collaborative and high-performing environment within Programs and Finance teams, providing leadership, guidance, and mentorship.
  • Advance new priorities as they emerge.


Position Requirements:

  • 4+ years of professional experience in strategic or analytics roles.
  • Experience with analytical modeling – building Excel and other analytical models to conceptualize amorphous problems with unclear data inputs.
  • History of performing due diligence on social enterprise business models and designing new service offerings from scratch. Evidence of such experience might include performing roles across strategy, operations design, social finance, and others required for new programs.
  • Experience supporting and managing up with executive leadership in government, non-profits, or the private sector. Demonstrated ability to effectively manage relationships with government stakeholders at various levels is a plus.
  • Excellent communications skills and the ability to influence leaders through data and presentation, including demonstrated ability to deliver concise leadership level policy and strategy briefs (written and oral) to generate decisions.
  • Ability to quickly convert disparate streams of information into coherent, unifying documents (e.g., successful grant applications, policy briefs).
  • Interest in fundraising and supporting an executive team of a large non-profit in all aspects of resourcing the organization, with experience a significant plus.
  • Proven experience in developing and managing strategic partnerships that drive progress.
  • Demonstrated commitment to challenging systems of racial and economic inequity.
  • Strong leadership skills with a track record of building and leading high-performing teams. Ability to mentor and develop team members to reach their full potential.
  • Product experience for a government or technology company is also a plus
  • Comfort with ambiguity in a fast-paced, all hands-on-deck environment.


Additional Details:

  • The position includes competitive pay, flexible time off, benefits package (including medical, dental, vision), and 401k.
  • A competitive salary of $92,500 per year, based on experience and along CEDP’s compensation framework.
