We have an exciting opportunity for you to use your knowledge and experience to support this mission as Environmental Project Planner. Bellevue Utilities is seeking an experienced and motivated professional to support the health of Bellevue streams and aquatic ecosystems through the City's strategic initiatives, stormwater planning, capital projects (CIPs), and regional coordination and salmon recovery efforts.

* Support Utilities Engineering capital improvement and planning projects as an environmental science and environmental permitting subject matter expert
* Support public engagement and adaptive management work for the City's strategic initiatives (e.g. Watershed Management Plan)
* Coordinate with regional partners/stakeholders and other City departments on strategic initiatives and projects, representing Bellevue Utilities and our customers.
* Identify grant opportunities and contribute to grant applications
* Manage environmental and planning studies, including internal technical work as well as consultant contracts. Some potential examples:
* Watershed Management Plan projects and programs implementation
* Lower Kelsey Creek Barrier Alternatives Analysis
* Culvert Condition & Fish Passage Assessments, etc.

* Provide technical assistance and/or presentations to City Council, Environmental Services Commission, Utilities Department leadership, other city staff and the public regarding environmental issues.
* Respond to customer inquiries and provide subject matter expertise to resolve issues and meet customer needs.
* Lead environmental communications for strategic initiatives, planning efforts and capital projects.
* Assists the Environmental Monitoring Program for local stream system analyses and tracking/adaptive management of performance metrics identified in the forthcoming Watershed Management Plan (complying with local, state and federal regulations).
* Supports effective and efficient monitoring and reporting strategies for adaptive management approaches to managing stream resources.
* May participate in biological and physical assessments and analyses of ecosystem health to prioritize projects/programs.
* Supports local and regional salmon recovery efforts.

SUPERVISION RECEIVED AND EXERCISED

* Works under the general supervision of the Utilities Planning Manager.
* No formal supervisory responsibilities.

KNOWLEDGE, SKILLS, AND ABILITIES:

* Knowledge of natural ecosystems of the Pacific Northwest including aquatic invertebrate and vertebrate biology, vegetation, hydrology, geology and soils.
* Knowledge of natural resource management techniques such as salmon restoration, exotic plant control, and aquatic invasive species control.
* Ability to communicate effectively with customers, coworkers, consultants, contractors, regulators, and the public, both orally and in writing.
* Ability to initiate, coordinate, provide follow-up, and complete diverse projects involving natural resource management.
* Ability to establish and maintain effective working relationships with the general public, coworkers, and elected and appointed officials.
* Knowledge of a wide variety of municipal, state, and federal codes, regulations, and ordinances.

EDUCATION, EXPERIENCE, AND OTHER REQUIREMENTS:

* Graduation from an accredited four-year college or university with a degree in environmental science, biology, or another related field.
* Five years of progressively responsible experience in environmental science, environmental planning, permitting, or other combinations of education and work experience that allows the candidate to perform the essential duties for this position.
* GIS proficiency is desired
* Microsoft office products proficiency
* Project management training and experience is desired
* Washington State Driver's License is required or the ability to obtain within 6 months of hire.

* Work involves moving, communicating, operating computer equipment, light tools, and reaching.
* The work requires the ability to perform essential job functions under adverse weather conditions.
* Vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.
* The employee may be required to push, pull, lift, and/or carry up to 40 pounds.
* The noise level in the work environment is usually moderately quiet while in the office or moderately loud when in the field.
