The Executive Director (ED), Human Capitol Management (HCM), oversees the Program Offices that directly impact the employee lifecycle, including onboarding, training, recruitment and retention, career development, safety, emergency management, workers compensation, benefits, retirement counseling, and succession planning. Serves as the key liaison with the counterparts in the other two Department of Veterans Affairs (VA) Administrations and collaborates with other human resource executives in the VA Office of Human Resources and Administration to ensure a seamless enterprise-wide human resource delivery system classification, staffing and recruitment, compensation, benefits, training and development, diversity and inclusion, employee and labor relations, employee engagement and retention, safety, training, workers compensation and emergency management.

The Executive Director, HCM has overall responsibility for leadership of human capital management including 4 offices, multiple divisions, and a staff of over 80.

The ED, HCM is responsible for strategic leadership of NCA's dedicated workforce and serving as a trusted and confidential advisor to the Under Secretary for Memorial Affairs (USMA), Principal Deputy Under Secretary for Memorial Affairs (PDUSMA), the NCA Chief of Staff (COS) as well as all other senior executives within NCA. Leads the strategic integration of these subordinate offices to ensure a comprehensive suite of services to NCA that provides accurate, authoritative information and consultation to NCA Central Office components, District Offices, National Cemeteries, and external agencies such as Congress and other federal agencies. Responsible for special projects derived from congressional, legislative, or other internal and external stakeholder intervention in the human capital management arena.
