Job Summary

The Procurement Specialist is responsible for driving savings and implementing contractual protections for the company. Tasks include leading sourcing events and contracting and procurement processes. A solid knowledge of all aspects of the sourcing, contracting and procurement processes is required.

The position is expected to work with key internal and external stakeholders to gather requirements, conduct spend analyses, perform market and supplier analysis, facilitate bid/proposal process, develop and use supplier evaluation criteria, conduct negotiations, formulate purchase orders and resolve and drive to completion contract document redlines, managing invoicing exceptions, and manage supplier performance including issue resolution.

Job Description

Key Accountabilities

  • Sourcing
  • Leading multiple sourcing events across multiple categories
  • Analyzing spend and develop cost savings estimates
  • Working with key stakeholders to gather business and technical requirements (scope of work)
  • Conducting market analysis to profile the commodity based on business value and buyer influence
  • Contracting & Procurement
  • Conducting supplier negotiations (including commercial/legal terms) while managing document redlines
  • Drafting, implementing and managing contract expirations, renewals, amendments, terminations, etc.
  • Supplier Relationship Management
  • Developing/managing suppliers to meet safety, quality, cost, timing and technology requirements
  • Performing Internal Stakeholder Communication regarding materials and service, their perspective on supplier performance, etc.
  • Conducting regular business reviews with Suppliers to address any performance improvement plans, savings opportunities, innovation, market trends, etc.
  • Supplier Diversity
  • Supporting and promoting Vistra's supplier diversity program
  • Nuclear Specific Activities
  • Awareness of Procurement Level, AVL Audit Scope and Restriction awareness and inclusion of required documentation

Education, Experience & Skill Requirements

  • 5+ years Supply Chain sourcing experience including leading and managing sourcing events and negotiating commercial & legal terms
  • Demonstrated problem-solving and strong analytical skills - able to construct/execute multiple analyses (e.g. TCO, NPV; cost-price analyses) simultaneously
  • Proficient with Microsoft Word, Excel, PowerPoint,
  • Certifications - CPM or CPSM preferred
  • High school diploma or equivalent
  • Experience gained through college degree programs and/or certifications is applicable to above skills

**Level of position will be determined by applicable skills/experience**

Key Metrics

  • Responsible for the timely and efficient procurement of equipment, materials, supplies and services for the assigned Vistra facilities
  • Accountable for creation of real value, including price savings, supplier productivity, and potential revenue generation through sourcing events and negotiations.
  • Lead cross functional teams in supplier sourcing actions and communicate with key stakeholders
  • Maintain accurate data in contracting and purchasing systems
  • Manage overdue invoices along with contract expirations and renewals
  • Nuclear Specific
  • Deliver Purchase Orders which select Approved Vendor List qualified suppliers for the scope, inclusion of any required supplier restrictions and invoke requirements to assure required documentation expectations and resolve deficiencies in Corrective Action Program
  • Maintain required site qualification / training (as applicable)
  • Outage and At-Power timely procurements to ensure Work Week / Schedule implementation
