Duties

Provides oversight and guidance to institutional and regional staff on reviewing, analyzing and evaluating the BOP's Trust Fund operation and recommends changes which provide maximum utilization of manpower, money and material.

Prepares and ensures the accuracy of various financial statements which reflect the status of the Trust Fund Operation, and are presented to the Department of Justice (DOJ) Office of Inspector General for audit.

Responsible for monitoring, reviewing, and processing all national program obligations for accuracy and timeliness.

Maintains liaison with management officials at all levels of the BOP to ascertain their needs for financial and budgeting data, to encourage greater use of the that data in the management processes, and to provide information on the effects of program changes on the Trust Fund accounting and budgeting operation and to recommend management actions for changes and alternatives relating to trends in data.

Qualifications

To be considered for the position, you must meet the following qualification requirements:

Education:

GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities to do the work of the position.

GS-12: There is no substitution of education for specialized experience for this position.

OR

Experience:

GS-11 and GS-12: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progress for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.

Some examples of qualifying experience are:

GS-11:
Experience in providing guidance with routine financial issues for accounting and budgeting principles in the use of a financial reporting system for a Trust Fund operation. Experience working automated financial systems to determine if accounting transactions were processed timely in the financial system by checking reports. Experience working in various financial systems on a wide range of tasks and recognizing the need to implement new procedures and make system recommendations based on changing needs of the data required to fulfill tasks.
GS-12:
Experience in applying accounting and budgeting principles, concepts, theories and practices, and financial reporting and standards for a Trust Fund operation. Experience working with automated financial systems to determine the accuracy of financial information, proper recording of accounting data and recognizing discrepancies. Experience independently reviewing and analyzing a wide variety of tasks and diversified functions and making recommendations to changing financial systems, controls, and procedures based on budget requirements and the results of audits and reviews.
If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as number of hours worked per week) spent in the activities.

The representative rate for this position is $129,759 per annum ($62.17 per hour).

Special Conditions of Employment Section:

Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks.

Current Federal Law Enforcement Employees:

A prerequisite of the secondary law enforcement position is the completion of the mandatory courses in "Introduction to Correctional Techniques Phase I and Phase II". If you have not completed the mandatory courses in "Introduction to Correctional Techniques Phase I and Phase II", you are ineligible for secondary law enforcement position(s) and coverage but may still be considered for a non-law enforcement position.

If you are not a current Bureau of Prisons employee, you must submit training records demonstrating you have completed the mandatory courses in "Introduction to Correctional Techniques Phase I and Phase II" to your hiring Human Resource office prior to appointment.

Individuals selected who are under the Federal Employees Retirement System (FERS) or Civil Service Retirement System (CSRS) and who have not had three years "primary" law enforcement retirement coverage, will not be covered by law enforcement retirement while in this position. To regain coverage, individuals must return to a position with "primary" coverage.
