Position Overview:
This role is situated within the Department of the Interior, focusing on the Office of Surface Mining Reclamation and Enforcement, specifically within the Program Support Directorate.
Qualifications for GS-12 Level:
To be eligible for the GS-12 position, candidates must have at least one year of specialized experience that is equivalent to the GS-11 grade level in the Federal service, or possess comparable experience outside of Federal service.
Definition of Specialized Experience:
Specialized experience is defined as experience that has equipped the applicant with the necessary knowledge, skills, and abilities to effectively perform the duties associated with this position. This experience should be directly related to the responsibilities of the role.
Examples of Specialized Experience:
- Applying relevant rules and regulations (such as the Federal Grant and Cooperative Agreement Act; 2 CFR 200) related to financial assistance awards, and providing guidance or training to others on these regulations.
- Conducting compliance assessments of pre-award, selection, and post-award processes in support of financial assistance programs.
- Utilizing financial and business management systems (such as Grant Solutions, Automated Standard Application for Payments (ASAP), etc.) to oversee and analyze financial assistance awards.
Qualifications for GS-13 Level:
To qualify for the GS-13 level, candidates must have at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service, or possess comparable experience outside of Federal service.
Definition of Specialized Experience:
Similar to the GS-12 level, specialized experience for the GS-13 level includes experience that has provided the applicant with the necessary knowledge, skills, and abilities to perform the duties of the position effectively.
Examples of Specialized Experience:
- Acting as a mentor to staff or serving as an expert advisor in interpreting and applying rules and regulations related to financial assistance agreements.
- Drafting procedural guidance for various financial assistance actions.
- Providing administrative oversight of pre-award, selection, and post-award functions in support of financial assistance programs.
- Utilizing financial and business management systems (such as Grant Solutions, Automated Standard Application for Payments (ASAP), etc.) to monitor and analyze financial assistance awards.
Additional Information:
Applicants seeking merit promotion must fulfill the time-in-grade requirement as outlined in 5 CFR 300, Subpart F. All qualification and eligibility requirements must be met by the closing date of this announcement.

Experience includes both paid and unpaid work, including volunteer roles through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer experience is recognized as valuable and contributes to the competencies, knowledge, and skills relevant to paid employment.
