The Financial Analyst performs multiple and varying assignments under the limited direction of a manager, project/program manager, team leader, senior analyst or more experienced professional. Demonstrates considerable independence in planning time and helping the manager or other experienced professionals with using assigned resources to accomplish projects/programs/activities. Duties may include assisting with financial planning; review/evaluation of programs; budget formulation and/or execution; audits of funding levels, sources, and program plans; and/or responding to internal and external inquiries.
Applies experience and advanced knowledge of financial and/or budgetary concepts, principles, practices, laws and regulations to analyze programs and to manage the formulation, execution, and justification of budgets. Provides recommendations on financial and/or budget formulation actions and execution methods or procedures. Where applicable, ensure the integrity, quality, and timeliness of data to meet the needs of FAA programs and projects. Supports the budget processes and compliance with the requirements and regulations of the FAA, Department of Transportation (DOT), and federal government including the Treasury Department, Office of Management and Budget (OMB), Government Accountability Office (GAO), and Congress.
Under the guidance of senior analysts, use automated budget and accounting systems and financial analysis techniques to develop, modify, and convert financial information for presentations, reports, and other documents. The analyst may supports senior analysts who routinely utilize automated accounting systems like PRISM, DELPHI, REGIS, Corporate Work Plan (CWP), OBIWAN, and SPIRE.
May be required to serve as an individual contributor and/or team member of the division for the effective management of budget funds covering Facilities and Equipment (F&E) and Research, Engineering, and Development (RE&D). Supports multiple programs and/or projects simultaneously.
Where needed, may be required to identify and research financial or budget challenges. Develop charts, graphs, briefings or reports for use by senior analyst in communication with stakeholder organizations. Established policies/procedures provide guidance for most assignments, but allow discretion for analyst to select the most appropriate approach(es) or recommend new approaches. Assignments often require reviews of policies and precedents under the limited guidance of a manager or more experienced employee.
Works collaboratively and communicates effectively with others across lines of business, supporting financial and budget tasks and projects simultaneously and/or independently in a fast-paced, results-oriented environment. The work is typically reviewed at completion for success in achieving planned results. The work activities of this position support and are vital to the success of projects/programs and/or activities for one or more organizational units, major subdivisions, and/or LOB/SOs.

Qualifications
To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-G, FG/GS-10/11 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
SPECIALIZED EXPERIENCE STATEMENT:
Experience performing analysis and evaluation of data to assess the effectiveness of a process.
Experience applying financial concepts, principles, practices, laws, and regulations in analyzing data.

NATCA Multi-unit Interview Criteria: Article 42, Section 5 states: If the Agency decides to interview any qualified employee on the selection list, then all on the list who are qualified must be interviewed. If it is determined that interviews are required and telephone interviews are not utilized, travel expenses incidental to these interviews will be paid in accordance with the Agency's travel regulations and this Agreement.
