We are currently recruiting for a talented and experienced Construction Program Manager to join the Asset Management team located in Tukwila, WA. This incumbent performs complex administrative work managing and directing oversight of new construction and budgeted contracts, overseeing the development process, implementing the Asset Management capital plan and portfolio, supervising, and assessing staff, and related work as apparent or assigned. The ideal candidate will have a background in engineering and/or architecture and be well-versed in the laws, policies, and verbiage surrounding this role. Work is performed under the general direction of the Senior Vice President of Asset Management. Continuous supervision is exercised over all personnel within the team.

 Key contributions include:    

Supervision of staff and oversight of project consultants.Planning, prioritizing and developing annual department construction work plan.Management of ongoing building repairs and renovations which include the replacement of varied building and property related components of multifamily property including but not limited to roofs, siding, windows, decks, interior renovations, drainage, energy improvements, waterlines, electrical systems, etc.Ability to develop project scope and specifications.Oversight and management of project funding and financing.  Work is typically performed by private contractors who are procured through a public bidding process in compliance with public works requirements.Responsibility for construction documents compliance with procurement policy and ensuring that staff manage projects in adherence with contract documents.Successfully balancing many construction projects in varying stages of development, some of which may be large and technically and/or politically complex.King County Housing Authority (KCHA), an independent municipal organization is a high performing nationally recognized leader in affordable housing. The Construction Program Manager will:

Manage oversight of development tax credit rehabilitation and new construction projects.Prepare and manage numerous budgeted contracts; ensure procurement and bidding strategy is designed to obtain the most competitive qualified bids.Oversee the development of construction plans, specifications, bid documents, and estimates.Develop, implement, and administer the Asset Management department capital plan for the Authority's Asset Management portfolio of numerous properties.Make recommendations on hires, terminations, promotions, and suspensions; assign, direct, train and inspect the work of staff; reward, discipline, coach, counsel and evaluates staff performance; create staff schedules; develop and achieve high performance and strategic objects for the division; supervise daily operations.Ensure adherence to Authority policy, public works law, Davis-Bacon and Related Acts (DBRA) requirements, and insurance requirements to mitigate risk.Acquire and manage architectural and engineering consultant contracts to prepare documents for the development of tax credit renovations and new build projects.Meet with external agencies throughout the development process, including city planners and consultants for permit review, utility firms for weatherization incentives, and vendors for product review.Support and direct staff with complex and technical construction, permitting, payment disputes and personnel issues.Provide oversight of Authority-funded projects performed by non-profits.Qualifications and Competencies

 Experience & Education:   

Bachelor’s degree in architecture, engineering, construction management, or related field ANDExtensive (more than 5 years) experience in construction related fields in public and private sector, multi-family housing, government contracting, and construction and public works law ORAn equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position.Required Knowledge, Skills, and Abilities:   Thorough knowledge of:Principles, practices and procedures, and trade terminology of public administration and public housing finance practices.Application of laws, rules and regulations, policies and procedures relating to the Authority and the U.S. Department of Housing and Development (HUD).Principles of management, organization, planning, development and implementation of responsibilities as they relate to the duties of the jobUnderstanding of and sympathy with social, economic, health and emotional needs of families of low income.Setting policies and goals for divisions or programs.Management of complex large-scale divisions or programs and of the occupational and safety precautions of the trade.Prevailing wage rates and how different funding drives state and DBRA wages in different classifications.The ability to:Read and interpret specs and drawings and perform material takeoffs.Make accurate material estimates.Understand, interpret, explain and apply policies and procedures.Exercise sound judgment in analyzing situations and in reaching decisions quickly.Write clear and concise reports, memoranda, directives and letters and communicate effectively orally and in writing .Analyze complex problems and develop comprehensive plans from general instructions.Plan, organize, direct, and evaluate the work of subordinate employees.Establish and maintain effective working relationships with staff, residents, management company personnel, building officials, utility companies, vendors, regulatory agency administrators, and the general public.Demonstrated skill in:Analysis and negotiation.Planning, project management, budgeting, supervision, public relations, and technical writing.Use of personal computers, associated software packages, hardware, and peripheral equipment.Special Requirements: 
Consent to and pass a driver's and criminal records background check.Must possess a valid driver's license to regularly travel between work sites.  Must have an acceptable driving record at time of appointment and throughout employment.

The complete salary range is $119,808.00 to $183,287.50 with a midpoint of $151,541.00. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market. Salary is negotiable.  Performance based merit increase opportunities and COLAs are reviewed on an annual basis. Some local travel may be required to support KCHA business needs.
