Key Responsibilities:
1. Oversee civil and horizontal construction initiatives, ensuring effective management of sewer bypass pumping and various work categories, including open cut sewer replacement, cured in place pipe sewer rehabilitation, pipe bursting sewer rehabilitation, and horizontal directional drilling pipe replacement.
2. Manage federal construction projects while demonstrating familiarity with the Federal Acquisition Regulation.
3. Potentially engage with National Park Service projects, focusing on remote locations and safeguarding natural and cultural resources, including mature heritage trees.
4. Ensure visitor safety during construction activities, with possible experience in campground environments.
Administrative Qualifications:
1. Proficient in utilizing a PC and accessing the internet for technological responsibilities, including the use of CM software management programs, MS Teams for meetings, and standard office software such as Word, Excel, Adobe PDF, and MS Project.
2. Ability to read, interpret, and understand construction contracts along with associated plans and specifications to effectively observe, document, and confirm compliance.
3. Completion of Occupational Safety and Health Administration (OSHA) 30-hour construction safety training, with knowledge of construction practices, applicable building codes, and safety regulations. Experience with large vertical facility construction or renovation projects is essential, particularly in high pedestrian traffic areas and extreme weather conditions.
4. Facilitate and document pre-inspection meetings, inspections during construction, and post-construction evaluations.
5. Define and document scope changes, whether initiated by the owner or due to differing site conditions.
6. Understand and document negotiations between the Government and the Construction Contractor regarding technical scope requirements, labor, equipment, materials, overhead, and profit.
7. Evaluate and document construction schedules to assess progress and payment requests in relation to services rendered.
