We are seeking a Technical Program Manager who can lead our Department of Homeland Security (DHS) Customs and Border Protection (CBP) account in the greater Washington, DC area. We are looking for a highly motivated technical leader with previous digital transformation experience delivering, managing, and selling innovative technical solutions in Application/Software Development, SaaS/PaaS Implementation, DevSecOps, Artificial Intelligence/Machine Learning (AI/ML), Robotic Process Automation (RPA), Cybersecurity and Privacy .

Candidate will directly support high-quality technical delivery, customer relationship management, capture and sales efforts, and develop and execute a CBP account growth strategy. Ideal candidate will have existing relationships with IT customers at DHS CBP, be known among industry partners, and have outstanding personnel management and communication skills. This is a hybrid role consisting of billable work and business development activities. Candidate will lead the CBP account customer delivery, sales pipeline development, capture activities, and technical solution development.

We are especially looking for candidates who are currently supporting CBP and have strong client relationships within the DHS client and industry communities.
Key Responsibilities:

· Develop close relationships with prospective CBP clients and serve as a subject matter expert and leader empowered to drive customer delivery

· Provide day-to-day consulting services to CBP customers in service areas such as Application/Software Development, SaaS/PaaS Implementation, DevSecOps, AI/ML, RPA, Cybersecurity and Privacy

· Directly support high-quality delivery, customer relationship management, recruiting, lead capture and sales efforts, and develop and execute a CBP growth strategy

· Lead CBP account customer delivery, sales pipeline development, capture activities, and technical solution development

· Communicate effectively with senior managers, colleagues and other stakeholders

· Utilize knowledge of government IT contracting, acquisition trends and federal customer buying behaviors

· Shape Section L and Section M criteria to maximize scoring

· Proposal development including color reviews, developing win themes, discriminators, value propositions and embedding this in the finished proposal product

· Multitask and manage multiple capture actions of small to large IT focused opportunities across multiple customers, multiple capabilities and multiple locations as prime and as a subcontractor

Qualifications:

· Active CBP clearance
· 10+ years' experience with capture of IT services work, business development and proposal development, preferably within the DHS market

· Deep customer relationships and delivery experience within the CBP market

· Experience with all aspects of capture management, including developing and submitting winning proposals

· Experience managing team of technical consultants, establishing management structure and control

· Experience recruiting and hiring exceptional talent

· Proven full life cycle business development and capture experience in the IT domain

· In-depth proven knowledge of CBP customer mission requirements and IT buying habits is preferred

· Demonstrate impeccable leadership skills, outstanding business ethics, management rigor, in-depth customer knowledge, superior understanding of CBP industry trends and competitive intelligence, expert pricing strategies and the ability to motivate and retain cleared personnel

· Excellent negotiation skills

· Highly developed oral and written communication and presentation skills with the ability to convey technical and business concepts to various audiences

· Ability to handle complex customer situations and interact with all levels of personnel to provide a quick and effective resolution

· Bachelor's degree in Computer Science, Information Systems, Engineering, or a related field

Preferred Qualifications:

· PMP Certification

· Master’s Degree

· Relevant certifications in architecture or technology are a plus
