Minimum Qualifications Current New York State employee with one year or more of qualifying permanent, contingent-permanent, or 55b/c service in a position allocated to a Grade 12 or above and eligible for transfer under Section 70.1 of the Civil Service Law.

Duties Description The Office Assistant 3 Human Resources will be responsible for a wide range of activities within Labor & Employee Relations, and/or Personnel Services. The various duties may include the following:

· Utilize appropriate manuals (Civil Service Attendance and Leave Manual, Civil Service Rules and Regulations, policy memos, and union contracts), to conduct research for matters dealing with leave-related issues.
· Administer various employee benefits programs for all employees statewide. . This includes health insurance, survivor's benefits, and other benefits afforded by unions.
· Understand, interpret, and apply the principles and practices of personnel administration, particularly as practiced under the provisions of the NYS Civil Service Law and the Attendance and Leave rules.
· Initiate HCM transactions.
· Process transactions and ensure data is prepared accurately.
· Assist with recruitment and classification transactions as needed.
· Efficiently monitor and process traineeships and/or probations for employees.
· Efficiently monitor and track shared email mailboxes and electronic fax.
· Process various reports and provide updates as changes occur.
· Reconcile data between program applicable systems, canvass eligible lists, and acceptor responses.
· Serve as a processing liaison with the Business Services Center (BSC).
· Interact with customers and colleagues in a courteous and professional manner.
· Efficiently utilize program databases, applications, and Microsoft Office Suite.
· Create, organize, and maintain office files.
· Perform tasks in an efficient, timely, and safe manner.
· May perform the full range of supervisory duties.
· Perform other duties and special projects as required.
· Preferred experience in Microsoft Office Suite and Adobe.
