Job Description

Under limited direction, the Compliance Officer is responsible for the monitoring of City departments’ grant implementation and projects to ensure compliance with City policy, ordinances, as well as federal and state regulations. The Compliance Officer will host compliance orientations and compliance monitoring reviews for internal and external agencies funded through the City’s General Fund and through the Development Corporation of McAllen, Inc. The position may also assist in the preparation and assembly of grant applications and in solidifying proposed grant budgets. This position also includes compliance with federal, state and local laws and regulations regarding the Community Development Block Grant (CDBG), HOME Investments Partnership Program, and other federal and state assisted programs.

Job Responsibilities


1.Manages and tracks grant fiscal and programmatic activity of City’s federal, state and foundation grant awards to ensure compliance with City policies, ordinances, procurement practices, as well as federal and state rules and regulations.
2.Monitors financial and programmatic compliance of Outside Agencies funded through City’s General Fund and the Development Corporation of McAllen, Inc.
3.Maintains a current and active Compliance Log which documents Compliance Orientations and Compliance Monitoring Reviews for City grants and manages the overall implementation of these standard practices.
4.Maintains a current and active Compliance Log which documents Compliance Monitoring Reviews of Outside Agencies funded by General Fund and Development Corporation of McAllen, Inc.
5.Responsible for the development, dissemination, collection of annual Budget Requests Application processes for Outside Agencies funded by City General Fund and Development Corporation of McAllen, Inc.
6.Responsible for the development, dissemination, and collection and analysis of the Semi-Annual and Final reports submitted by Outside Agencies funded by City General Fund; and on a quarterly basis for Outside Agencies funded through the Development Corporation of McAllen, Inc.
7.Performs monitoring of departmental and other grant program activities to ensure compliance with funding requirements.
8.Monitors federal labor standards activities related to any Section 3 and Davis-Bacon issue if necessary.
9.Monitors CDBG, HOME, and other administered programs (ESG, NSP, etc.) project performance related to achieving the national objective of benefitting low and moderate income households and sub-recipient performance.
10.Assists with the planning and development of the consolidated Plan for Housing and Community Development and the Annual Action Plan.
11.Monitors the data within the Integrated Disbursement and Information System (IDIS).
12.Conducts research and compiles statistical data related to staffing, costs, procedures and policies required to develop proposals for new and continuing federal and state grant programs.
13.Prepares and updates Environmental Review Records as required for various programs:
14.Assures compliance with conditions of grant programs by monitoring and analyzing Inter-local agreements, contracts, grants and subcontract expenses and activities; ensuring compliance with federal and local laws.
15.Develops, revises, and implements standard operating practice, policy, and procedure.
16.Performs other related duties as related

Knowledge, Skills and Abilities

Minimum Requirements - 1.This position requires a Bachelor’s Degree from an accredited college or university in Public Administration, Business, Communication Studies, or equivalent. A Master’s Degree in a related field is preferred.
2.This position requires five (5) years of experience in grant management, grant compliance, and administration of federal, state, local, and foundation grants.
3.Must have a current, valid Texas Class C Driver’s License.
4.Must possess working knowledge of grant management and compliance processes with advanced skills and knowledge in approaches and systems, which affect the design and implementation of major funding programs.
5.Must show professionalism, ability to exercise independent judgment and discretion in grant related matters.
6.Must possess excellent organizational, interpersonal, written, and oral communication skills.
7.Must possess excellent analytical skills and the ability to interpret data, grant terms and conditions, grant rules, laws, and regulations.
8.Must show the ability to exercise self-motivation and facilitate collaborative working partnerships.
9.Must possess excellent computer skills including: word processing, spreadsheets, and statistical packages.
10.Must be able to meet departmental goals in a timely and organized manner.

Physical Requirements

Office environment working conditions are good and relatively free from unpleasant environmental conditions or hazards.

Additional Information

1. This is a safety sensitive position subject to random drug and alcohol testing.
2. This position does not have supervisor responsibilities.
