Job Overview

The Educational Program Developer is responsible for the design, planning, execution, and coordination of training and educational initiatives aimed at fulfilling grant obligations under the Texas Workforce Commission Adult Education and Literacy Service Provider Grant. This role also involves assisting with financial management related to the grant.

Key Responsibilities
  1. Oversee the curriculum and instructional strategies associated with the grant, facilitating both in-person and virtual learning opportunities.
  2. Develop, design, and implement specialized curricula for Career Pathway models to achieve grant objectives.
  3. Provide coaching to instructors and enhance the overall delivery of grant-funded programs, ensuring alignment with Texas AEL Content Standards and Career Pathways guidance.
  4. Investigate innovative training and educational methodologies, proposing improvements to grant programs.
  5. Establish and nurture collaborative partnerships with relevant organizations and stakeholders.
  6. Identify subject matter experts and supervise the creation of curricula for the educational programs mandated by the grant.
  7. Ensure compliance with monthly grant deliverables for both personal responsibilities and those of direct reports.
  8. Formulate and implement marketing strategies to promote the grant.
  9. Manage the execution of programs and courses, including trainer supervision, logistical arrangements, and regular client communication.
  10. Conduct continuous assessments and evaluations of program quality and effectiveness.
  11. Monitor adherence to financial and programmatic requirements of the grants.
  12. Contribute to the development of grant applications, contracts, and proposals.
  13. Oversee the tracking and reporting of training data, contact hours, and programmatic and financial information as required by the grant.
  14. Coordinate and participate in grant audits.
  15. Engage in the selection and evaluation process for staff and instructors, including classroom observations.
  16. Serve as a trainer when necessary and as directed by management.
  17. Travel as required within the college district.
  18. Perform additional duties as assigned.
Position Requirements

  • Bachelor's degree is mandatory.
  • A minimum of two years of experience with grants is essential.
  • At least two years of experience in adult education or ESL instruction at any educational level is required.
  • Experience in training, program development, and/or supervision is preferred.
Essential Skills and Competencies
  • Exceptional oral, written, and interpersonal communication abilities.
  • Proficient in Microsoft Office Suite, including Word, Excel, PowerPoint, and Outlook, along with internet research skills.
  • Bilingual proficiency in English and Spanish is preferred.
  • Strong organizational skills with the ability to manage multiple tasks and meet deadlines.
  • Adaptability to changing environments and high-pressure situations.
  • Willingness to work evenings and weekends as necessary; must have reliable transportation.
  • Commitment to the mission and vision of South Texas College.
  • Ability to interpret and produce various documents, including safety protocols and procedure manuals.
  • Capability to effectively communicate with groups and solve practical problems.
  • Ability to make informed decisions based on logical reasoning.
