Position Overview

This role is situated within the Finance Department, specifically in the Accounting Division, at the Veterans Health Administration.

This position features a multi-grade career progression. The primary responsibilities outlined below reflect the full performance level of GS-06. At the GS-05 level, you will undertake tasks of a more limited nature and with less autonomy. You will gradually gain the necessary experience to function at the full performance level of GS-06. Advancement is subject to the supervisor's discretion and depends on satisfactory performance, the availability of higher-level tasks, and funding.

Responsibilities include, but are not limited to:
  • Generating and recording standard accounting entries;
  • Conducting analyses and reconciliations of financial accounts, records, and reports;
  • Managing various subsidiary ledgers and schedules that support general ledger balances;
  • Examining and interpreting various documents to assess propriety, validity, budget constraints, completeness, and accuracy of accounting information;
  • Auditing or processing obligations, payments, adjustments, travel requests, travel reimbursements, cost transfers, purchase card transactions, vendor change requests, accruals, deposits, and collection bills;
  • Investigating issues, including vendor discrepancies, unprocessed payments, and rejections;
  • Acting as the Agent Cashier or Alternate Agent Cashier and as the Accountable Officer during the required transfer of accountability;
  • Overseeing administrative processes that affect the non-healthcare accounts receivable program (i.e., receivables collection, billing, account management, follow-up on receivables, and collection management);
  • Performing additional duties as assigned.
Work Schedule: Monday to Friday; 8:00 AM to 4:30 PM

Qualifications

To qualify at the GS-05 level, applicants must meet at least one of the following criteria:

GS-5 Specialized Experience: Requires a minimum of 1 year of specialized experience that provides the applicant with the knowledge, skills, and abilities (KSAs) necessary to perform the duties of this position, typically in or related to this GS-05 Accounting Technician role. Specialized experience must be equivalent to at least the GS-04 grade level. Examples include processing accounting transactions in an automated system and reviewing financial documents for accuracy.

GS-5 Education Substitution (Transcript Required): Completion of four years of education beyond high school in any field where high school graduation or equivalent is the normal prerequisite is creditable for this GS-05 Accounting Technician position.

GS-5 Combination of Education and Experience (Transcript Required): Equivalent combinations of completed post-high school education and experience may be used to meet total experience requirements for this GS-05 Accounting Technician position.

To qualify at the GS-06 level, applicants must meet the specialized experience outlined below:

GS-6 Specialized Experience: Requires at least 1 year of specialized experience that equips the applicant with the KSAs necessary to perform the duties of this position, typically in or related to this GS-06 Accounting Technician role. Specialized experience must be equivalent to at least the GS-05 grade level. Examples include using automated systems to process complex financial transactions and verifying the accuracy of financial data.

Physical Requirements: The work is primarily sedentary, with some walking, bending, and lifting of light objects. The work environment is a standard office setting.
