Position Overview:
ECC is in search of a Lead Environmental Engineering Specialist. This role encompasses both office and field responsibilities, focusing on project engineering and maintenance. The successful candidate will strategize, select, coordinate, and execute scientific and engineering services to comprehensively address the requirements of environmental remediation and hazardous waste management projects, adhering to company standards, regulatory guidelines, and contractual commitments.

Key Responsibilities:
In this role, you will:

  • Collaborate with the Project Manager, Site Superintendent, and various representatives from Health and Safety, Quality Control, Project Controls, Estimating, and Contracts to effectively plan, coordinate, and ensure the timely delivery of project milestones within the approved budget.
  • Assess, select, design, and implement suitable environmental technologies and cost-efficient solutions to remediate or eliminate contaminants, achieving project goals.
  • Prepare, review, and issue project and field submissions within the approved budget, including pre-construction plans, design documents, testing plans, analytical reports, shop drawings, and operation/maintenance reports.
  • Apply industry best practices for selected technologies, ensuring compliance with regulatory codes, national/local standards, and company SOPs.
  • Identify and communicate technical, operational, and business risks related to the chosen project approach and technology to the Project Manager and Project Engineer.
  • Draft RFQs and assist in the procurement and selection of technical and specialty subcontractors, consultants, and service providers to fulfill the project scope.
  • Conduct field inspections to ensure compliance with approved designs and plans.
  • Review the work of personnel, subcontractors, and consultants to ensure adherence to approved plans and acceptable tolerances.
  • Ensure that necessary testing is conducted by qualified personnel using properly calibrated equipment, evaluating and documenting results to inform necessary adjustments to procedures.
  • Complete relevant documentation (field reports, completion reports, regulatory documents, logs, meeting minutes, etc.) in a timely and accurate manner.
  • Investigate and propose solutions for field changes, RFIs, and construction issues related to quality, technology, and operations.
  • Support client, regulatory, and public meetings, working with Public Affairs Officers and preparing presentations as needed.
  • Contribute to risk-/performance-based programs/projects for DoD, with a focus on Perfluoroalkyl and Polyfluoroalkyl Substances (PFAS) characterization and remediation.

Qualifications:
The ideal candidate will possess:

  • Strong communication skills, both written and verbal, with a diplomatic approach.
  • Independent thinking and reasoning abilities.
  • Excellent organizational skills and experience leading dispersed teams to achieve tasks within established budgets and schedules.
  • Proficiency in reviewing and inspecting work for compliance with technical plans, drawings, and specifications.
  • Demonstrated knowledge of engineering and industry standards, as well as regulatory codes and standards applicable to environmental and field techniques.
  • Experience in reading and interpreting client requirements, technical plans, specifications, and related documentation.
  • A successful track record in engaging with and directing subcontractors.
  • The ability to mentor and guide team members while sharing valuable insights.
  • A commitment to staying updated on technological advancements and industry trends.
  • Competence in using Microsoft Office products and email systems.

Experience:
A minimum of ten years of progressively responsible experience in in-situ or ex-situ environmental systems design, field engineering support, or quality control on environmental remediation or hazardous waste management projects is required.

Certifications:
HAZWOPER 40 Hour Certification with 8 Hour Refresher, knowledge of CERCLA and RCRA regulatory requirements, and experience with US Government contracting are essential.

Education:
A Bachelor's degree in Environmental Engineering, Civil Engineering, or a closely related field is required. A Master's degree in Engineering, Engineering Management, Construction Management, or Business is preferred.

Compensation:
The targeted salary range for this position is $110,000 to $125,000 annually, influenced by education, training, certifications, experience, skills, level of responsibility, and location.
