Housing Portfolio Manager

Job Summary:
The Housing Manager is a key member of the Park City Communities team, responsible for ensuring the smooth operation of our housing portfolio. This role requires a strong understanding of property management principles, lease compliance, and budget management.
Key Responsibilities:
- Manage project-based budgets for assigned developments, ensuring cost-effective service delivery and high levels of resident satisfaction.
- Develop and implement strategies to maintain fully occupied, safe, and well-maintained properties, with a focus on finance, operations, residents, and procurement.
- Supervise and coordinate all aspects of the apartment rental process, from move-out and vacancy preparation to tenant selection and rental.
- Monitor and report on key performance indicators, including occupancy trends, rent collection levels, and lease enforcement actions.
- Collaborate with social agencies serving low-income families to establish and maintain cooperative relationships.
- Participate in the annual budget planning process, advocating for resources and identifying priority needs for assigned developments.
Requirements:
- Bachelor's degree in a related field, with at least three years of experience in property management for private, public, or assisted housing programs.
- Proven ability to develop and work within property-level budgets, with a strong understanding of lease enforcement, maintenance supervision, and budget management.
- Knowledge of Connecticut Tenant Landlord law, HUD regulations, and physical systems sufficient to coordinate maintenance priorities.
- Excellent communication and supervisory skills, with the ability to work independently and identify/report problems.
- Sophisticated knowledge of essential office computer software, including Internet and e-mail systems.
