Position Overview:
PC Network is seeking a Financial Controls Lead to join our dynamic team. This role offers a hybrid work environment.

Key Responsibilities:
The Financial Controls Lead will oversee the development, utilization, and enhancement of enterprise tools, systems, and processes aimed at ensuring robust financial management, control, and reporting related to cost, variance, and progress metrics for various programs.

In this capacity, the individual will collaborate closely with designated program leaders and project team members to create financial dashboards, resource performance reports, change logs, and financial risk registers.

This position will report directly to the Portfolio Director and may involve leading a team of project controls professionals, both direct and matrixed.

Essential Duties:
1. Formulate and execute Annual Operating Plans (AOP) for the fiscal year, including reviewing and documenting current processes, and guiding the team in updating these processes and related documentation.
2. Develop and implement annual Capital Project AOP, ensuring thorough review and documentation of existing procedures.
3. Establish and execute IPR Grant AOP, with a focus on process improvement and documentation.
4. Create automated processes for the collection and reporting of budget performance data, including forecasts and variances for projects.
5. Design and implement reporting mechanisms, dashboards, and presentations that accurately reflect project financial performance, contributing to a comprehensive view of program and portfolio financial health.
6. Assess the impact of identified financial risks on projects, providing the necessary data to assist in formulating risk mitigation strategies.
7. Develop cost estimation processes to capture historical data for budgeting and reporting purposes.
8. Document automated project controls tools and workflows, ensuring compliance with enterprise project management methodologies.

Minimum Qualifications:
- Proven experience in project controls and financial management, including budget oversight and financial reporting.
- Strong project management capabilities.
- Excellent collaboration and customer service skills.
- Ability to work effectively across diverse teams with varying objectives.
- Exceptional oral and written communication skills.
- Proficiency in Microsoft Office Suite and SharePoint.
- A minimum of seven years of relevant experience, complemented by a Bachelor's degree or equivalent education and experience.
- Must possess work authorization in the United States.

Preferred Qualifications:
- Experience with Excel for financial modeling and performance data reporting.
- Background in Transportation and Federal projects.

Additional Information:
This role requires successful completion of a drug screening and background check. Candidates must be eligible to work in the United States without sponsorship, and relocation assistance is not provided.
