Description

The Underground Utility Locator plays a crucial role in providing technical expertise and construction assistance for the Utilities Department, private contractors, and the general public. This position involves the scheduling of tasks and the precise identification of all City-owned subterranean infrastructures in compliance with state regulations. Responsibilities include managing computerized work orders for the physical location of potable water, wastewater, stormwater, and fiber optic cables, along with all associated components. This role operates within the Transmission and Distribution Division and is overseen by the Manager of Transmission and Distribution. Tasks may be assigned verbally or in written form and will require both fieldwork and office duties, collaborating closely with the Engineering Division.

Key Responsibilities
  • Interpret and analyze design plans and specifications to make informed field assessments.
  • Research records and utilize the best available data to accurately determine utility locations.
  • Coordinate with Engineering and GIS to maintain current as-built information for utilities.
  • Locate all gravity sewer mains, manholes, force mains, water mains, water meters, and stormwater systems, as well as other pipeline projects as needed.
  • Conduct skilled work involving the reading of complex utility plans and the operation of specialized electronic locating equipment.
  • Monitor and prioritize incoming locate requests efficiently.
  • Organize and schedule routes, excavate necessary areas, and perform physical locates.
  • Provide timely responses to the state’s utility notification system for each request.
  • Make oral and written recommendations to contractors or technicians regarding existing infrastructure that may conflict with proposed construction.
  • Communicate with excavators to reschedule locates or clarify excavation areas as needed.
  • Maintain accurate locate records in the computer system and ensure compliance with all locating standards.
  • Conduct initial and ongoing assessments for construction sites throughout the validity period of work tickets.
  • Witness excavations during all levels of fiber excavations.
  • Participate in meetings with project engineers, construction contractors, and architects to identify issues and report changes to supervisors.
  • Document daily project records and maintain comprehensive project files.
  • Notify the state utility notification system of any changes to utility system boundaries and ensure annual updates.
  • Perform additional duties as assigned.
Qualifications

Applicants should possess a high school diploma or an equivalent qualification and have at least three (3) years of experience in utility installation and location, or a comparable level of general construction experience. A solid understanding of standard practices for locating underground utility lines is essential. Candidates must be able to read and interpret complex utility plans and have experience with locator equipment and basic GIS. The ability to work independently and communicate effectively with various departments and external agencies is crucial. Familiarity with state guidelines and safety regulations is required. Strong written and verbal communication skills are necessary. A valid driver's license is also required.

Physical Demands

This position requires the ability to lift objects up to 50 pounds, stand and walk for extended periods, and perform physically demanding tasks in challenging field conditions. Employees must demonstrate good manual dexterity and coordination, as well as the stamina to perform the essential functions of the job. Vision capabilities must include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.
