Key Responsibilities

Assists in formulating staffing strategies and oversees personnel required to fulfill project tasks. Aids in the creation of Quality Management Plans (QMP) and quality assurance processes to facilitate efficient field inspections and contractor evaluations. Participates in developing Inspection Test Plans (ITP) aligned with technical specifications, including quality standards for Design Build Projects. Leads or contributes to the preparation of Pre-Activity/Preparatory meeting agendas and technical content to ensure quality for upcoming contractor activities. Works closely with QA and QC teams, contractors, and project owners to identify, monitor, and rectify construction discrepancies. Evaluates construction plans and specification documents for adherence to project quality standards. Reviews inspection data and material test outcomes for precision, addressing discrepancies and construction challenges affecting quality. Manages staff assignments and schedules to comply with project quality reporting obligations. Oversees document management to ensure project records are properly received and stored in the project records management system. Provides leadership and guidance to ensure timely and budget-compliant project delivery. Spends approximately 50% of time in the field directing and coordinating the QA field team, which includes 4 QA discipline leads overseeing around 20 QA inspectors. Allocates the remaining 50% of time to office-related tasks, supporting the Quality Assurance Manager with management and reporting duties, including reviewing technical documents and specifications for compliance with identified quality issues.

Required Qualifications

Bachelor's Degree in Civil Engineering or a related field is required. Professional Engineer (PE) license in Virginia is preferred but not mandatory. Certified Construction Manager (CCM) designation is preferred but not required. A minimum of 15 years of experience in transportation construction management and/or construction quality assurance is required. At least 10 years of experience with VDOT construction management and/or quality assurance is required. Comprehensive understanding of VDOT Road and Bridge Specifications, Standards, Construction Manual, and Inspector Manual. Strong problem-solving skills with the ability to simplify complex processes into actionable workflows. Ability to thrive in a collaborative team environment. Capacity to manage multiple tasks concurrently. Excellent verbal and written communication skills. Proficient in MS Office Suite, particularly Word, Excel, and SharePoint. Competent in using computers, smartphones, and tablets, along with software and databases for optimizing information collection and automating reporting. Willingness to learn new software and databases, including Smartsheet, Fieldwire, Aconex, and Box. Valid driver's license and eligibility to operate a company vehicle.
