Key Responsibilities
- Assists in formulating staffing strategies and oversees personnel required to fulfill project tasks.
- Aids in the creation of Quality Management Plans (QMP) and quality assurance workflows to facilitate efficient field inspections and contractor evaluations.
- Supports the development of Inspection Test Plans (ITP) in accordance with technical specifications, including relevant quality standards.
- Participates in the preparation of Pre-Activity/Preparatory meeting agendas and technical content to address quality considerations for upcoming contractor activities.
- Collaborates with QA and QC teams, contractors, and stakeholders to identify, monitor, and rectify construction discrepancies.
- Evaluates construction documents and specification packages for adherence to project quality standards.
- Reviews inspection records and material test outcomes for precision, addressing discrepancies and construction challenges affecting quality.
- Manages staff assignments and schedules to comply with project quality reporting obligations.
- Ensures proper document management to facilitate the transfer of project records to the designated management system.
- Provides leadership and strategic direction to guarantee projects are completed within established timelines and budgets.
- Engages in field activities to lead and coordinate the QA field team, which includes several QA discipline leads overseeing a group of QA inspectors.
- Conducts office-related tasks supporting the Quality Assurance Manager, including independent reviews of technical documents and specifications to ensure compliance with identified quality issues.
Required Qualifications
- A Bachelor's Degree in Civil Engineering or a related field is essential.
- Professional Engineer (PE) certification in Virginia is preferred but not mandatory.
- Certified Construction Manager (CCM) designation is advantageous but not required.
- A minimum of 15 years of experience in transportation construction management and/or construction quality assurance is necessary.
- At least 10 years of experience with VDOT construction management and/or quality assurance is required.
- Comprehensive understanding of VDOT Road and Bridge Specifications, Standards, and related manuals is crucial.
- Demonstrated problem-solving skills with the ability to streamline complex processes into actionable workflows.
- Capacity to thrive in a collaborative team environment.
- Ability to manage multiple tasks concurrently.
- Strong verbal and written communication skills are essential.
- Proficiency in MS Office Suite, particularly Word, Excel, and SharePoint.
- Competence in using technology, including smartphones and tablets, to enhance data collection and reporting efficiency.
- Willingness to learn new software and databases, such as Smartsheet, Fieldwire, Aconex, and Box.
- A valid driver's license is required, with the ability to operate a company vehicle.
