Position Overview:
This role functions as the Deputy Director of Financial Operations, directly reporting to the Deputy Director of Grant Administration and Border Security. The incumbent will be responsible for the formulation, presentation, and justification of the budget; establishing essential financial management policies and procedures; overseeing the management of state and federal grant resources; and supervising the execution of the Department's Strategic Plan along with various administrative tasks.
The Deputy Director of Financial Operations evaluates and authorizes subrecipient reimbursement requests following review by subordinate personnel; coordinates responses to state and federal audits and monitoring visits; oversees financial activities including expenditures, appropriations, budgets, obligations, and contractual commitments; conducts monthly budget discussions with leadership; and ensures fiscal accountability and adherence to all applicable state and federal laws, regulations, and policies.
Key Responsibilities:
• Formulates and enacts the Department's financial policies and procedures. Provides timely and precise financial data while ensuring the integrity of financial information through the implementation of appropriate internal controls. Reviews, assesses, and recommends enhancements to the Department's financial internal control systems and procedures to ensure compliance with audit requirements.
• Supervises and manages the finance and administration division, assisting in the oversight and management of all significant business, financial, planning, policy, and operational matters related to the agency's budget, accounting, planning, business analysis, human resources, procurement, public record management, space requirements, risk assessment, monitoring, reporting functions, and other general operations.
• Completes the Strategic Plan with contributions from Department personnel, which involves collaboration with internal staff as well as the Governor's Transition Office and the Office of Strategic Budget and Planning, and the preparation of monthly, quarterly, and annual reports.
• Develops components of the AZDOHS Budget submission, including any necessary revisions, administrative decision packages, and schedules for FTE, rent, and administrative costs.
• Performs additional duties as assigned related to the position.
Knowledge:
This position necessitates advanced knowledge of financial accounting practices; principles, concepts, and techniques of government accounting and financial management; budget procedures and grant administration; and techniques for maintaining accounting records. A working knowledge of federal, state, and local homeland security issues, legislative procedures, and confidentiality requirements with sensitive data is also essential.
Skills:
To effectively fulfill the responsibilities of this position, candidates should possess strong leadership and management capabilities. Proficiency in grant management, budgetary oversight, financial management, accounting, and auditing is crucial. The role requires skills in computer operations, project management, public speaking, administration, and interpersonal communication.
Abilities:
Individuals in this role should demonstrate the ability to manage subordinate staff effectively; exhibit leadership qualities; prepare complex financial reports; analyze and interpret intricate financial data; communicate effectively both orally and in writing; develop strategic policies and procedures in the area of Homeland Security; handle sensitive information appropriately; make informed decisions; and adapt to a dynamic work environment.
Preferred Qualifications:
• A Bachelor's degree is required.
• A Master's degree is preferred.
• Candidates who drive for state business are subject to driver's license record checks and must maintain acceptable driving records.
• Proof of U.S. Citizenship is required.
• Successful completion of a background check is mandatory.
