**_The American Red Cross is currently seeking a Mobile SAF-IS Regional Program Manager to support the Service to Armed Forces and International Services Division mission. This position is regional and part of our mobile staff, requiring strict medical and security clearances prior to employment. Worldwide deployment is a condition of employment, with mobile staff typically deploying for six months at a time, approximately once every 18-24 months._**

**KEY RESPONSIBILITIES:**

**Service Management:**

Oversees and administers the provision of American Red Cross services to fulfill the needs of U.S. military personnel, veterans, and their families, in alignment with Red Cross policies and procedures. This includes managing and administering the American Red Cross Service to the Armed Forces (SAF) and International Services (IS) U.S. programs and services, such as International Humanitarian Law (IHL), Youth Action Campaign (YAC), and Restoring Family Links (RFL), within their jurisdiction. This is achieved through volunteer management and collaboration with other Red Cross departments.

**Community Engagement and Relationship Building:**

Acts as the representative of the Red Cross at the assigned location.

  • Fosters strong relationships with military leadership, key organizations, and community leaders.
  • Develops partnerships with external constituents in the local community, including government organizations, corporate partners, civic organizations, and other charitable and nonprofit agencies to advance the Red Cross mission.
  • Enhances community presence through marketing opportunities with local Armed Forces Network and social media platforms.

**Volunteer Coordination:**

Manages a volunteer engagement program to facilitate the delivery of all Red Cross programs and services within military installations and local communities.

  • Implements local needs assessments and Volunteer Program Plans.
  • Recruits and trains leadership volunteers to support program delivery.
  • Utilizes the Volunteer Connection Platform for effective volunteer management.

**Service Delivery Oversight:**

Ensures consistent delivery of SAF and IS U.S. services to all clients in the area.

  • Supervises volunteer Service Delivery staff.
  • Coordinates services to military treatment facilities and VA hospitals.
  • Develops outreach strategies to promote International Services U.S. programs.

**Financial Management:**

Develops and manages budgets to ensure programs operate within financial parameters. Monitors and reports on program outcomes to ensure accountability and recommends improvements.

**QUALIFICATIONS:**

**Education:** A bachelor’s degree in business or public administration, human resources management, community organization, social or health sciences, or a related field is required; or equivalent experience.

**Experience:** A minimum of five years of relevant experience in program management or a related field is required.

**Skills and Abilities:** Strong computer skills, public speaking abilities, and effective communication skills are essential. Must possess strong interpersonal skills and the ability to work well independently or as part of a team. Familiarity with military culture and American Red Cross programs is highly desirable.

**Work Conditions:**

Work may require mobility to visit various locations and the ability to manage light to medium weights. The position may involve sitting for extended periods and working under challenging conditions.

**MOBILE STAFF REQUIREMENTS:**

Mobile staff must be prepared for deployment and meet specific medical and readiness requirements. They will support both daily operations and emergency needs of the Hero Care Center as part of the Hero Care Network Contingency Team.
