Chief Advocacy Officer

STAFF:

This position currently supervises a dedicated team of 23 professionals.

SUMMARY:

The American Academy of Pediatrics (AAP) is a leading organization of 67,000 pediatricians dedicated to ensuring the optimal physical, mental, and social health and well-being of all infants, children, adolescents, and young adults.

The Chief Advocacy Officer will offer strategic guidance and leadership on all AAP advocacy initiatives, including the formulation and implementation of strategies to promote AAP priority issues. Reporting directly to the CEO, this executive role will spearhead collaborations with Congress, the Administration, and state legislatures on regulatory and legislative matters impacting the health of children and pediatricians.

RESPONSIBILITIES:

+ Act as the principal advisor to AAP senior leadership and the Board of Directors on federal and state advocacy strategies.

+ Direct the creation and execution of all advocacy campaigns, encompassing grassroots initiatives, public awareness efforts, and targeted outreach.

+ Track legislative and regulatory changes and perform comprehensive policy analysis to provide insights into their potential effects on AAP initiatives. Prepare and present reports on impacts and outcomes, recommending appropriate actions.

+ Lead initiatives to educate and engage AAP members on advocacy matters, including preparation for testimony or other speaking engagements to advocate for AAP positions.

+ Cultivate and sustain relationships with key stakeholders interested in child health issues, including lawmakers, government entities, businesses, foundations, associations, and advocacy organizations. Advise on AAP positions and leverage these relationships to advocate for favorable policies and enhance awareness of AAP advocacy initiatives.

+ Represent the AAP at both internal and external meetings with government officials, agencies, committees, and other relevant groups. Effectively articulate AAP positions and objectives.

+ Collaborate with AAP leadership, Strategic Communications, and Public Affairs teams on developing communications and messaging for various audiences to promote AAP advocacy positions.

+ Work alongside the CEO and AAP Development staff on outreach and stewardship with current and potential funders to secure support for AAP initiatives. Assist with funding proposals and reports.

+ Ensure adherence to all federal lobbying and ethics regulations, reporting requirements, and disclosure obligations.

+ Partner with the Chief Health Equity Officer to ensure advocacy initiatives align with the AAP Equity Agenda. Take a leadership role in advancing the AAP equity implementation plan, ensuring an equity perspective is integrated into all advocacy efforts.

+ Oversee the planning and execution of the annual AAP advocacy conference.

+ Support AAP constituent groups by attending and participating in meetings and presenting on relevant issues.

+ Supervise and mentor assigned staff, fostering a work environment that promotes inclusion and belonging. Support ongoing staff development, assist in setting objectives, evaluate performance, and enhance staff capabilities in skills necessary to achieve goals. Ensure staff operate with fiscal prudence, maintain confidentiality, uphold the highest ethical standards, and provide excellent service to members and volunteers.

+ Develop and manage assigned budgets, providing reports on variances.

REQUIRED QUALIFICATIONS:

+ Bachelor's degree in political science, public health policy, or a related field.

+ A minimum of 10 years of relevant experience leading federal advocacy or government relations initiatives, including at least 5 years in a senior leadership capacity.

+ Strong comprehension of child health issues and the capability to translate complex matters into effective advocacy strategies.

+ Proven success in achieving advocacy objectives and driving change.

+ Demonstrated ability to maintain confidentiality and manage sensitive information.

+ Exceptional written and verbal communication, interpersonal, and diplomatic skills, with the ability to build and maintain effective relationships with diverse stakeholders and engage in successful negotiation, collaboration, consensus building, and conflict resolution.

+ Strategic and innovative thinker with the ability to solve problems, execute initiatives, and synthesize and translate data into actionable outcomes.

+ Skilled in leadership and staff development, as well as fostering a positive and cooperative team-oriented work environment, with a commitment to equity, diversity, and inclusion.

+ Ability to effectively prioritize a demanding workload and perform well under pressure.

+ Experience in budget management and variance reporting.

+ Strong technical proficiency with MS Office and the ability to learn and integrate new and emerging technologies to enhance business practices.

+ Positive outlook, high personal standards of excellence and ethics, and the ability to build trust and interact with all organizational levels.

+ Willingness to work weekends and travel, with the ability to respond promptly to urgent issues outside of core business hours.

+ Capability to operate within a hybrid work environment with a 40% in-office presence.

PREFERRED QUALIFICATIONS:

+ Experience with state advocacy/government relations related to child health issues.

+ JD or Master's degree in political science, public health policy, or a related field.
