The Housing and Community Development Division (HCD) of DCHS is seeking a qualified Projects Manager/Engineer II to deliver information and technical support to low-income homeowners, special needs renters, and stakeholders across King County interested in securing funding for home maintenance or repairs. This role involves comprehensive home consultations, including on-site assessments to evaluate the viability of repair projects. Physical demands include climbing ladders, traversing uneven terrain, and other strenuous activities. This position requires proactive engagement with homeowners to identify, address, and enhance various home rehabilitation challenges, ensuring a safe and livable environment.

Additional Job Information

WORK SCHEDULE/CONDITIONS: This position is exempt from the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday, 8 am - 5 pm.

UNION MEMBERSHIP: This position is represented by the International Federation of Professional & Technical Employees, Local 17. Membership is required within 30 days of employment.

TELEWORKING INFORMATION: Work will be conducted through a combination of teleworking and on-site activities. Employees must reside in Washington state and be within a reasonable distance to their worksite.

Job Duties
  • Evaluate residences for housing quality standards, code compliance, and eligible repairs under the Housing Repair Program.
  • Provide technical guidance and planning expertise for project scopes. Research applicable building codes to assess project feasibility.
  • Compile client financial packages to document income, assets, and liabilities for program eligibility.
  • Apply an equity and social justice lens in collaboration with team members and other departmental staff.
  • Draft written bids/proposals and develop construction specifications to facilitate the public bidding process. Manage contracts between contractors and homeowners, resolving disputes as necessary.
  • Conduct site inspections with contractors to ensure compliance. Authorize interim payments and final contract disbursements. Monitor budget expenditures for each project.
  • Engage with Housing Repair stakeholders and diverse communities to disseminate program and funding information.
  • Assist Housing Repair applicants and streamline the application process.
  • Participate in departmental meetings.
  • Perform other related duties as assigned.
Experience, Qualifications, Knowledge, Skills

  1. Experience managing construction projects, ensuring compliance, budget adherence, and timeline management.
  2. Two years of current construction-related experience in housing rehabilitation or general construction practices.
  3. Recent experience with construction costs and labor requirements.
  4. Understanding of current building codes, mechanical systems, plumbing, electrical, and land use regulations.
  5. Physical capability to conduct in-person home inspections, including navigating stairs and ladders.
  6. Experience building trusted relationships with diverse communities, including immigrant and refugee populations.
  7. Team-oriented with strong negotiation and problem-solving skills.
  8. Exceptional customer service skills and professionalism in public interactions.
  9. Proficient in professional writing for client and contractor communications.
  10. Ability to manage multiple tasks in a high-pressure environment and adapt to changing priorities.
  11. Understanding of equity and social justice principles and their application in the workplace.
  12. Intermediate proficiency in Microsoft Word, Access, and Excel.
DESIRED QUALIFICATIONS:
  1. Familiarity with the public/private bidding process and experience in contract negotiation.
  2. Experience in mortgage banking, lending, or real estate.
  3. Experience reviewing construction project proposals and collaborating with applicants.
  4. Knowledge of EPA/HUD regulations regarding lead-based paint inspections.
  5. Strong facilitation and presentation skills.
Necessary Special Requirements:
  1. Possess a valid Washington State driver's license and the ability to travel throughout King County.
  2. Ability to pass a background investigation.
