We oversee a variety of programs and services aimed at assisting the county's most vulnerable populations. The Housing and Community Development Division (HCD) of DCHS is in search of a qualified Projects Manager/Engineer II to offer guidance and technical support to low-income homeowners, special needs renters, and stakeholders throughout King County interested in obtaining funding for home maintenance or repairs. This role necessitates extensive home consultations, including property inspections and feasibility assessments for repair projects. The position involves physical activities such as climbing ladders, traversing uneven terrain, and crawling under homes. This role requires proactive engagement with homeowners in King County to identify, address, and enhance various home rehabilitation challenges to ensure a safe, decent, and livable environment.

Additional Job Information

WORK SCHEDULE/CONDITIONS: This position is exempt from the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday, 8am - 5pm.

UNION MEMBERSHIP: This position is represented by the International Federation of Professional & Technical Employees, Local 17. Membership is required within 30 days of employment.

MISSION CRITICAL POSITION STATUS: This position has been designated Mission Critical. All employees are expected to report to work or request leave during emergencies or inclement weather.

TELEWORKING INFORMATION: The work associated with this position will be performed through a combination of teleworking and onsite work and meetings. Employees must reside in Washington state and within a reasonable distance to their King County worksite.

Job Duties
  • Conduct inspections of residences to ensure compliance with housing quality standards, identify code violations, and determine eligible repairs under the Housing Repair Program.
  • Provide technical assistance and planning expertise throughout the project scope of work process, researching applicable building codes to assess project feasibility.
  • Compile client credit packages that document applicants' income, assets, and liabilities for program qualification.
  • Apply an equity and social justice approach in collaboration with team members and other division and department staff.
  • Prepare written bids/proposals and develop construction specifications to facilitate the public bidding process, managing contracts between contractors and homeowners.
  • Conduct project site inspections with contractors to ensure compliance, authorize interim disbursements, and monitor budget expenditures for each client project.
  • Engage with Housing Repair stakeholders across diverse communities to disseminate information about programs and funding.
  • Streamline the application process for Housing Repair applicants by providing technical assistance.
  • Participate in division and department-wide meetings.
  • Perform other duties as assigned.
Experience, Qualifications, Knowledge, Skills

  1. Experience managing construction projects, ensuring compliance with requirements, budget adherence, and timeline management.
  2. Two years of current construction-related experience in housing rehabilitation, general construction practices, or a background in residential real estate or financial services.
  3. Demonstrated recent experience with construction costs and labor requirements.
  4. General understanding of current building codes, mechanical systems, plumbing, electrical, and applicable land use requirements.
  5. Physical ability to conduct in-person home inspections, including navigating steps and ladders, and maneuvering around obstacles.
  6. Experience building trusted relationships with diverse communities, including immigrant and refugee populations.
  7. Team-oriented with strong negotiation and problem-solving skills.
  8. Exceptional customer service skills and professionalism in public interactions.
  9. Ability to produce clear and professional written communications for clients and contractors.
  10. Strong time management skills, capable of handling multiple tasks in a high-pressure environment.
  11. Understanding of equity and social justice principles and their application in work processes.
  12. Intermediate proficiency in Microsoft Word, Access, and Excel.
DESIRED QUALIFICATIONS:
  1. Familiarity with the public/private bidding process for contractor selection, including contract negotiation and writing.
  2. Experience in mortgage banking, lending, loan processing, or real estate.
  3. Experience reviewing construction project proposals and collaborating with applicants to refine projects for funding.
  4. Knowledge of EPA/HUD regulations regarding lead-based paint inspections and risk assessments.
  5. Strong facilitation and presentation skills.
Necessary Special Requirements:
  1. Possess a valid Washington State driver's license and/or have the ability to travel to various locations throughout King County.
  2. Ability to successfully pass a background investigation.
