Environmental Compliance Analyst I:

POSITION SUMMARY

The Environmental Compliance Analyst I plays a crucial role in supporting the formulation, execution, and upkeep of the District's Environmental Health and Safety (EH&S) Program, ensuring adherence to environmental laws and regulations impacting the District's facilities and operations. This position involves conducting research, performing assessments, offering scientific and technical assistance, and monitoring compliance with the District's EH&S initiatives. Responsibilities include the collection, synthesis, analysis, and management of environmental data, such as wastewater treatment metrics, pollutant emission statistics, and soil and water samples. By leveraging knowledge across various scientific fields and understanding organizational needs, the analyst will research and propose process enhancements or solutions to emerging challenges. The role also includes monitoring upcoming environmental regulations, reviewing draft rules and permits, and preparing talking points to support the development of comments on behalf of the District. Training sessions on environmental topics will be delivered through classroom instruction, hands-on activities, and computer-based learning. Additional duties may be assigned as necessary.

KEY RESPONSIBILITIES

  • Provide scientific or technical support to internal stakeholders.
  • Assist in the development, execution, and maintenance of environmental policies, procedures, and tools to ensure compliance with relevant regulations.
  • Coordinate site assessments, fieldwork, sampling events, and similar activities with external consultants or other District departments to support compliance efforts.
  • Act as the on-site representative overseeing waste collection, directing haulers, coordinating District personnel, and signing waste manifests.
  • Conduct inspections, sampling, and audits for environmental programs, compiling data and drafting reports and corrective action plans.
  • Serve as the point of contact for engineering design submittal reviews within the Environmental Compliance group, coordinating and compiling feedback.
  • Draft technical documents and reports while conducting relevant research.
  • Troubleshoot environmental issues and inquiries, recommending effective solutions.
  • Manage contracts and small-scale projects.
  • Support other Environmental Specialists as directed by the Environmental Manager.
  • Perform additional duties as required.

Environmental Compliance Analyst II:

POSITION SUMMARY

The Environmental Compliance Analyst II proactively engages in the development, execution, and maintenance of the District's EH&S Program, ensuring compliance with environmental laws and regulations. This role involves reviewing, evaluating, and analyzing District facilities, operations, and activities for adherence to environmental standards. The analyst will draft programs, procedures, and permit applications to facilitate compliance. Acting as a scientific and technical resource, the analyst will provide guidance to District staff on compliance matters, monitor pending regulations, and prepare comments on behalf of the District. The role also includes developing and delivering training on environmental topics.

KEY RESPONSIBILITIES

  • Provide scientific or technical guidance to internal stakeholders.
  • Review environmental standards and regulations to assess their impact on District activities.
  • Develop, implement, and maintain policies and procedures to ensure compliance with environmental regulations.
  • Collect, analyze, and report on environmental data.
  • Communicate scientific information effectively through briefings, documents, workshops, and training sessions.
  • Evaluate compliance issues and develop corrective actions.
  • Process and review environmental permits and related documentation.
  • Manage small to medium environmental projects and contracts.
  • Coordinate with regulatory agencies.
  • Perform additional duties as required.

Environmental Compliance Analyst III:

POSITION SUMMARY

The Environmental Compliance Analyst III leads the development and implementation of the District's EH&S Program, ensuring compliance with all applicable environmental regulations. Serving as the primary technical resource for District staff on environmental compliance issues, this role involves evaluating current and emerging legislation, regulations, and related programs, assessing their implications for the environment and District activities. The analyst will lead the review and commentary on pending regulations affecting the District's compliance obligations and will guide the development of the District's position on legislative and regulatory matters.

KEY RESPONSIBILITIES

  • Provide scientific and technical guidance to internal and external stakeholders.
  • Lead the development and implementation of policies and procedures to ensure compliance with environmental regulations.
  • Assess District projects and operations for applicable permits and regulatory requirements.
  • Coordinate the evaluation of developing regulations and formulate recommendations.
  • Manage medium to large environmental projects and contracts.
  • Share technical information with other agencies involved in environmental assessment and pollution control.
  • Collaborate with the Environmental Manager on administrative and budgeting tasks.
  • Mentor and review the work of Environmental Compliance Analysts I and II.
  • Perform additional duties as required.

MINIMUM QUALIFICATIONS

EDUCATION

A bachelor's degree in Chemistry, Biology, Environmental Science, Environmental Engineering, or a closely related field is required. Equivalent combinations of relevant education and experience may be considered.

EXPERIENCE

A minimum of three (3) years of experience in the application or interpretation of environmental regulations is required. Experience should include conducting environmental audits, inspections, investigations, and preparing environmental documentation.

OTHER REQUIREMENTS

LICENSURE AND CERTIFICATIONS

A valid driver's license with a satisfactory driving record is required. Candidates must obtain First Aid and CPR certification within six months of employment and maintain certification as required. Additionally, candidates must obtain the ODH Asbestos Hazard Evaluation Specialist certification within six months of employment, with annual re-certification.

TRAINING

Candidates must complete Radiation Control Technician Training within one year of employment, with annual re-certification.

KNOWLEDGE, SKILLS, AND ABILITIES

Strong understanding of local, state, and federal environmental regulations is essential. Knowledge of chemistry, biology, and related sciences is required. Candidates must possess excellent communication, analytical, and time management skills, along with the ability to work collaboratively with diverse stakeholders.

PHYSICAL AND MENTAL REQUIREMENTS

This position requires the ability to analyze, synthesize, coordinate, instruct, and negotiate effectively. Strong interpersonal communication skills are necessary. Physical demands include standing, walking, and lifting up to 10 lbs. The role may involve exposure to various environmental conditions.

COMPENSATION:

Salary is commensurate with experience and education, with ranges as follows:

Environmental Compliance Analyst I: $56,580 - $70,726

Environmental Compliance Analyst II: $62,364 - $77,956

Environmental Compliance Analyst III: $69,239 - $86,548
