Financial Control Specialist

Under the supervision of the Financial Accountant II, the Financial Control Specialist applies expertise in California's fiscal laws, accounting regulations, and guidelines outlined in the State Administrative Manual and Uniform Codes Manual. This role is essential for ensuring adherence to governmental accounting principles as dictated by the State Controller's Office and relevant legal requirements.

Key Responsibilities:

1. Utilize professional judgment and expertise to manage complex accounting tasks.
2. Analyze and reconcile intricate accounting transactions and reports associated with the State's Central Control Accounting System and FI$Cal.
3. Ensure compliance of accounting transactions with established policies and governmental codes to guarantee accurate processing and reporting.
4. Reference various state manuals, including the State Administrative Manual and Uniform Code Manual, to maintain precise accounting records, monitor appropriation balances, and validate transaction appropriateness.
5. Conduct thorough reviews of financial transactions to ensure conformity with legal standards and accounting principles.
6. Collaborate with internal and external stakeholders to address specific accounting challenges and clarify regulations related to the State's Central Control Accounting System.
7. Provide guidance to external partners on accounting issues arising from legal or regulatory constraints.
8. Execute daily cash reconciliations to facilitate timely processing of investment claims and resolve urgent issues with stakeholders.
9. Undertake special projects that apply accounting and auditing principles as directed by management.

This position requires a proactive approach to identifying system enhancements and errors in accounting data input, along with the ability to recommend and implement improvements to existing processes.

Working Conditions:

Minimum Qualifications:
Applicants must provide documentation of their educational background, including degrees or transcripts, as part of the application process.

Desirable Skills:
- Strong knowledge of accounting principles and practices.
- Familiarity with PeopleSoft software.
- Proficient in data analysis and making informed recommendations.
- Ability to prioritize tasks and work effectively under pressure.
- Competence in both independent and collaborative work environments.
- Capability to interpret and apply relevant laws and regulations.
- Proficiency in Microsoft Office and personal computing.
- A degree in Business Administration with a focus on Accounting is preferred.
