Job Summary

This position serves as the Accounting Director and plans, directs, and coordinates the activities of the Accounting Department. The Accounting Department is responsible for providing financial and accounting operations that result in consistent and relevant financial information for customers. The Accounting Department also provides key support in analyzing, reconciling, summarizing, and maintaining all data relating to the financial operations of the House, resulting in the compilation of the Monthly Financial Statements, Quarterly Statement of Disbursements, and the Annual Financial Statements.

Key Responsibilities
  • Plans, directs, and coordinates activities for the Accounting Department, including analyzing, reconciling, summarizing, and maintaining data relating to the financial operations of the House and compiling the Monthly Financial Statements, Quarterly Statement of Disbursements, and the Annual Financial Statements
  • Researches and maintains current knowledge of accounting standards and procedures. Ensures the financial programs, policies, and procedures of the House meet all applicable Federal laws, regulations, and official House financial policies and procedures. This includes observing applicable standards of Governmental Accounting as defined by the Joint Financial Management Improvement Program (JFMIP), the General Accounting Office and other related sources
  • Supervises the accountability of all receipts and disbursements of the House and the input of all financial information into financial systems/software (e.g., PeopleSoft)
  • Oversees the preparation of the financial statements of Leadership, Members, Committees, Officers, and Offices, as well as required reports to the U.S. Treasury
  • Coordinates the production of the quarterly/monthly House Disbursement Report and Statement of Accountability, as required by law
  • Administers the training of new employees in the operation and input of information into financial systems/software (e.g., PeopleSoft). Provides training and assistance on accounting topics
  • Develops financial reports for the House. Provides accurate and timely financial information
  • Ensures internal controls are appropriately documented, reviewed, and certified; monitors internal control activities and recommends and implements changes as needed
  • Ensures accurate and timely financial data is recorded and reconciled in compliance with applicable laws, rules, and regulations; troubleshoots problems and provides guidance as needed
  • Ensures timely responses to audit recommendations; develops appropriate corrective actions and timeframes for completion as needed. Establishes and maintains a positive working relationship with auditors
  • Provides prompt and effective customer service for all House offices
  • Monitors and enforces House financial policies and procedures. Makes and implements recommendations to modify and/or adapt financial policies and procedures as necessary
  • Manages various aspects of personnel administration for Department as needed
  • Provides guidance to staff and supervisors on desired results and planning considerations, monitors progress of assigned projects, and provides additional resources as appropriate
  • Ensures subordinate supervisors are efficiently utilizing staff, maximizing resources, and developing subordinates to their fullest potential
  • Establishes procedures to systematically and equitably review subordinate supervisor's accomplishments and ensure recommendations from subordinates are consistent with the CAO mission and internal initiatives
  • Provides guidance to employees on appropriate methods for gathering, analyzing, and interpreting financial data
  • Researches and maintains current knowledge of financial systems/software
  • Represents the CAO regarding House Accounting matters in meetings and staff conferences within and outside the offices of the CAO
  • Reviews and recommends any changes to the disbursement report
  • Prepares and presents financial information and/or briefings to stakeholders as needed; interprets and translates complex analyses and clearly articulates assumptions and recommendations
  • Develops plans to ensure the House will be capable of meeting future financial management requirements, accounting standards, and demands for improved services
  • Performs other official duties and special projects as assigned
