Job Description:
L3Harris Technologies is seeking a highly skilled Principal Program Manager to lead the design, integration, test, delivery, and on-orbit support for advanced missile defense capabilities. The ideal candidate will be a self-starter with business knowledge and leadership capabilities, recognized as an expert in their field.

Key Responsibilities:

  • Accountability for overall program performance commitments, including financial, schedule, and quality metrics.
  • Communicate with internal and external stakeholders on matters of strategic importance, influencing executive leadership on new concepts, practices, and approaches.
  • Establish overall direction for new processes, systems, and solutions, recommending and implementing strategies with direct impact on functional strategies.
  • Own and develop tactical and operational plans and goals for a business area or function, recommending and operationalizing strategies with a direct impact on mid- to long-term achievements.
  • Manage resources and influence business decisions made by leadership, recommending and implementing new products, processes, policies, standards, or operating plans in support of job function strategy.
  • Ensure clear understanding and communication of program status, changes, and performance to the Customer and L3Harris ES leadership.
  • Responsible for managing the cost, schedule, and technical performance requirements of a program through all lifecycle phases, controlling program performance measurement baseline of cost, schedule, and performance.
  • Direct the preparation of program proposals, business plans, proposal work statements and specifications, operating budget, and financial terms/conditions of contract.
  • Ensure that all resources such as engineering, manpower, production, and facilities are available to support the program.
  • Work with customers to align mission needs with new business opportunities, solving highly complex problems with significant business impact.
  • Interact internally with management and customers on significant business matters, developing and managing financial forecasts.
  • Identify program risks and create opportunities to manage operational or market risks, identifying opportunities to expand sales to existing customers or sell programs to new customers.
  • Coordinate and monitor major subcontractor activities, deliverables, and finances, developing, reviewing, and approving plans, schedules, subcontract agreements, and other program documents.
  • Prepare and provide required reports, briefings, and technical reviews to senior management as requested.

Qualifications:

  • Active DoD Top Secret Clearance or above.
  • Bachelor's Degree and a minimum of 12 years of prior relevant experience; Or, Graduate Degree and a minimum of 10 years of prior related experience; Or, in lieu of a degree, minimum of 16 years of prior related experience.
  • Experience in Earned Value Management, Risk Management, and Change Management tools.
  • Experience leading cross-functional, multi-disciplinary, multi-geographical teams of 100+ within a matrix organization.
  • Demonstrated capability in coordinating major supply chain content, deliverables, and finances.

Preferred Additional Skills:

  • Excellent interpersonal, written, and verbal skills for both internal and external customers.
  • Project Manager Professional (PMP) certification.
  • High level of business/financial acumen; global business acumen in defense or aerospace and/or relevant technology markets with broad knowledge of changing defense markets.
  • Pursuit and proposal development experience.
  • Strong executive presence as well as ability to effectively influence and make recommendations at all levels of the organization.
  • Competency making decisions with imperfect and incomplete information.
