We are currently seeking a seasoned IT and Microsoft Windows expert to provide support to the US Strategic Command (STRATCOM) J61 within the Command and Control Facility (C2F). This role involves delivering IT engineering expertise for enterprise systems to ensure that the Command's IT infrastructure aligns with mission and enterprise capability requirements in critical areas such as Nuclear Command and Control, Cybersecurity, Electromagnetic Spectrum Management, and Missile Defense.

Key Responsibilities

  • Deliver technical guidance and oversight for Nuclear Command, Control, and Communications (NC3), Command, Control, Communications, and Computers (C4), and IT engineering initiatives that encompass USSTRATCOM's current and future missions.
  • Propose innovative technologies and formulate strategies to address USSTRATCOM's evolving capability needs.
  • Design operational C4IT architectures ensuring compliance with Presidential, DoD, and USSTRATCOM mission requirements.
  • Lead initiatives as the designated Windows Service Owner for both Windows Architecture & Engineering and Windows-based Cloud Integration.
  • Conduct market analysis on emerging Windows technologies, develop business case analyses (BCAs) to inform leadership on new Windows capabilities, and leverage national labs, industry standards, and academic best practices in crafting Windows-centric C4, IT, and NC3 solutions.
  • Promote innovation within the Windows environment by refining processes and developing, implementing, and supporting validated solutions in Windows-driven technology sectors, including AI, ML, cybersecurity, cloud computing, and DevSecOps.
  • Provide comprehensive technical oversight on Windows systems engineering and related procedures, with a focus on change control and configuration management.
Qualifications
  • Active DoD TS/SCI clearance.
  • A minimum of 12 years' experience as an IT Subject Matter Expert, including at least four years in systems engineering or relevant technical processes for USSTRATCOM. A Master's degree in an engineering discipline or computer science may substitute for six years of experience, while a Bachelor's degree may substitute for four years.
  • Demonstrated project management experience, with at least two years dedicated to overseeing complex Windows or mixed IT projects.
  • Hands-on experience in designing, deploying, and maintaining Windows-based systems in alignment with DoD cybersecurity policies and regulations.
  • Maintain IAT Level II Certifications per DODI M, with preference for candidates holding Windows-specific certifications (e.g., Microsoft Certified: Windows Server). Current CompTIA Security+ certification is highly desirable.
  • At least five years of experience showcasing strong written and verbal communication skills, particularly in Windows environments, including the ability to present complex information to senior leaders.
  • Experience with new techniques and software-defined approaches for Platform as a Service (PaaS) and infrastructure.
  • Some familiarity with Microsoft Active Directory is preferred.
  • A minimum of five years demonstrating professionalism in a Windows-focused or mixed environment with various stakeholders.
  • ITIL 4 experience or certification is preferred.
  • Open to continuous skills enhancement through formal and informal training opportunities.
