Position Overview


The Human Resources Specialist (HRS) will play a crucial role in supporting the Human Resources department and the broader organization, with a particular emphasis on assisting domestic teams within a unionized framework.

The HRS will engage in various activities related to the complete employee lifecycle, encompassing both administrative and strategic responsibilities associated with diverse HR projects.


Key Responsibilities:
  • Deliver daily HR assistance to employees and the HR team; design and execute a range of HR initiatives, processes, and policies.
  • Offer guidance and interpretation of HR and Collective Bargaining Agreement (CBA) policies to management and staff in relation to operational needs in a unionized setting.
  • Facilitate the onboarding process, including conducting both virtual and in-person new employee orientations (NEO); manage necessary documentation and address inquiries as required.
  • Handle HR-related documentation, such as promotions, equity adjustments, and terminations.
  • Develop Standard Operating Procedures (SOPs) for various HR processes and collaborate with HR leadership to align these processes with HR system capabilities; participate in HR Task Force(s) aimed at improving people programs and initiatives.
  • Assist during employee relations investigations, including note-taking and drafting initial findings for HR Business Partners.
  • Ensure accurate HR-related documentation and data integrity within relevant internal recordkeeping systems; audit and maintain HR-related information on the Staff Portal.
  • Utilize knowledge of employment law to support compliance-related tasks such as EEO reporting and the implementation of new policies and regulations; update employee handbooks as necessary.
  • Foster trust-based, collaborative, and respectful relationships with management and staff, partnering with others across the organization and within Human Resources to cultivate a positive workplace culture through effective communication, policies, and practices.
  • Engage in meetings within Human Resources and with external vendors and stakeholders as needed.
  • Ensure that all Human Resource information is managed with a high degree of sensitivity, confidentiality, and integrity.

Minimum Qualifications:
  • Bachelor's degree or equivalent experience, preferably in a related field such as Human Resources, industrial/labor relations, or business.
  • Four (4) years of relevant experience in Human Resources; prior experience in an international development organization is advantageous.
  • Experience in employee relations within a union environment is essential.
  • Proficiency in Google Workspace (formerly G Suite); must be comfortable with HR systems and data; strong preference for experience with Ultipro (HRIS); familiarity with HR ticketing systems is also preferred.
  • Exceptional attention to detail with the ability to complete tasks accurately and with a focus on quality.
  • Working knowledge of Human Resources and familiarity with federal, state, and local employment laws, along with a general understanding of business operations.
  • Strong interpersonal skills and cultural sensitivity to effectively engage with individuals within a global organization.
  • Excellent oral and written communication skills; ability to convey information effectively.
  • Ability to maintain composure, exercise discretion, and handle confidential information.
  • Capability to work in a sometimes-ambiguous environment and possess strong problem-solving skills.
  • Capacity to work effectively both independently and as part of a team.

Certifications/Licenses:


HR certification is preferred.

While there may be flexibility for remote/hybrid work arrangements, successful candidates must be residents of MD, DC, or VA, or relocate prior to the start of employment at NDI.
