This position is located in the Office of Information and Technology (OIT), Office of People Science (OPS), and Human Resources (HR) Office in support of PAR and Position Management. The incumbent functions as an HR Specialist providing insight into the understanding of and sensitivity between various personnel programs and the organizational and management relationships within the serviced organizations and VA.

This is a non-bargaining unit position.

The following are the duties of this position at the full performance level (GS-12).

Major Duties:

Works with a team of skilled HR Professionals in assisting customers with organizational changes (i.e., establishment, abolishment, transfer, or consolidation of an organizational unit, change in the name of any organizational unit; addition, modification, abolishment, or transfer of a function to, from, or within an organizational unit, realignments, reorganizations, or any change in allocations).
Comprehensive knowledge of position management concepts, thorough understanding of assigned organizations, sound working knowledge of other HR fields, and broad human resource management knowledge to identify and analyze problems.
Input a wide variety of position management actions in HR Smart; which includes the establishment of new positions; corrections/updates of existing positions, e.g., reports to change, duty station code changes, etc., abolishment of vacant positions and activation/deactivation of positions.
Keeps abreast of new developments and regulatory guidance from higher authorities (e.g., OPM, VA, etc.).
Develops guidance, procedures, and standards for new and/or evolving program areas and develops and issues clarification of guidance to alleviate existing or potential problems.
Analyzes impacts of assigned HR program area across the serviced population to determine appropriate improvements, amendments, changes, and needs of the program.
Applies a comprehensive knowledge of HR management to advise on the full range of HR functions and assists management in fulfilling their human resources responsibilities.
Provides expert technical advice, assistance, and consultation to all levels of management (face-to-face and telephonically) on a broad, complex range of ongoing cases, problems, and policy questions involving subject matters relating principally to organization change and processing.
Develops formal written advisory determinations in response to customer requests.

Physical Demands: The work is primarily sedentary, although some slight physical effort may be required. Public speaking is required therefore employees must be able to travel.

Working Conditions: The regular and recurring work of the position is performed in a work environment that involves normal everyday low risks or discomforts typical of offices. The work environment is properly heated, cooled, lighted, and ventilated.

Promotion Potential, GS-12: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
