Job Summary

The Texas Department of Aging & Disability Services is seeking a highly skilled and experienced Program Manager V to lead a team of program specialists in the Medicaid and CHIP Services (MCS) Office of Policy. This is a senior-level managerial position that requires advanced knowledge of Medicaid and CHIP laws and regulations, as well as excellent leadership and communication skills.

Key Responsibilities
  • Team Leadership: Plan, assign, and provide direction to the staff in the unit, ensuring the development of complex healthcare policy and the implementation of federal and state laws and rules.
  • Policy Development: Guide staff in the development of policy documents, including Texas Administrative Code rule amendments, state plan amendments, contract amendments, reports, and requests for proposals.
  • Staff Management: Hire, train, and motivate staff, ensuring they have the necessary skills and knowledge to perform their duties effectively.
  • Communication: Represent the agency and Medicaid and CHIP Services department at conferences, committee meetings, workgroups, panels, stakeholder meetings, and legislative hearings, presenting complex materials in understandable formats.
  • Problem-Solving: Identify problems, evaluate alternatives, and devise and implement sound solutions related to complex policy issues.
Requirements
  • Knowledge: State and federal Medicaid and CHIP or health care-related laws and regulations, project and program management principles and practices, and principles and practices of public administration and management.
  • Skills: Analyzing, evaluating, and interpreting complex written material, managing multiple priorities, effective verbal and written communication, establishing and maintaining productive working relationships, and using Microsoft Office Suite.
  • Abilities: Plan, assign, prioritize, supervise, and evaluate the work of others, hire and train staff, identify problems and devise solutions, take initiative, think creatively, and perform well in a team environment.

The selected candidate will work in a collaborative and supportive environment, with opportunities for constant learning and professional growth. The position requires the ability to work independently with minimal supervision and to interact with executive staff, other HHSC staff, other state agencies, federal partners, managed care organization staff, external stakeholders, and the public.
