Job Summary

We are seeking a highly skilled Policy Analyst to join our team at the Texas Department of Aging & Disability Services. As a Policy Analyst, you will play a critical role in analyzing and developing medical benefits policies for the Medicaid/CHIP Policy Development Unit.

Key Responsibilities
  • Policy Development: Conduct complex analysis of medical benefits policies, research and synthesize technical information, and develop recommendations for policy changes.
  • Research and Analysis: Identify applicable Code of Federal Regulations (CFR), State Plan, and Texas Administrative Code (TAC) citations for medical benefit reviews, and conduct research on managed care organization (MCO) benefit coverage, private payer benefit coverage, and other state Medicaid benefit coverage.
  • Policy Implementation: Lead in the development, planning, and implementation of new or current medical benefit policies, and perform quality review of policy language and claims processing system.
  • Communication and Collaboration: Serve as a subject matter expert on current Medicaid benefits for Medicaid medical policy, and collaborate with HHSC staff and other HHS agencies to ensure that medical benefits information is accurate and in accordance with policies and procedures.
Requirements
  • Knowledge and Skills: Strong knowledge of health and human services agencies and programs, and state and federal Medicaid and CHIP laws and regulations. Proficient in analyzing and evaluating complex federal and state legislation, and skilled in researching, analyzing, and synthesizing medical policy, claims processing system, and program issues.
  • Education and Experience: Bachelor's degree in a related field, and at least 2 years of experience in policy analysis, research, or a related field.
  • Technical Skills: Proficient in the use of Microsoft Office products, and ability to learn and use other software applications as needed.
