The Texas Department of Aging & Disability Services seeks two highly qualified candidates to fill two Manager V positions. The positions hired under this requisition include:
Position 1: Program Policy Manager - Ancillary Medicaid Services and Behavioral Health
This position will oversee staff responsible for developing and implementing policy for Medicaid services including behavioral health (mental health and substance use) services, nonemergency medical transportation, hospice, and community-based intermediate care facilities for individuals with an intellectual disability or related conditions.
The position will also oversee subject matter experts in Medicaid topics such as employment for individuals with disabilities, appeals and fair hearings policy, coordination of benefits, and Health Insurance Premium Payment (HIPP) program.
Position 2: Program Policy Manager - Long-Term Services and Supports
This position will oversee rule and policy development and implementation for (c) Medicaid waivers serving individuals with intellectual and developmental disabilities and children with complex medical needs.
The position will also oversee the development of policy governing fee-for-service Medicaid state plan and Title XX long-term care programs designed to serve individuals in the community who have physical disabilities or are elderly.
Key Responsibilities:
- Provides strategic oversight, workload planning and monitoring, program development direction, and proactively mitigates key operational issues for team members.
- Hires, trains, mentors, and supervises a team of professional staff.
- Convenes and facilitates groups and committees of internal and external stakeholders, including coordinating with senior management and staff across areas and agencies within HHSC and involving external organizations to resolve problems and discuss program effectiveness.
- Oversees completion of legislative activities including, bill analyses; development of legislative reports; materials for legislative hearings, implementation of legislative projects, and other legislative activities as assigned.
Requirements:
- Knowledge of federal and state laws interpretation, regulations, and policies governing Medicaid waiver and state plan programs and key topics such as behavioral health or services for individuals with intellectual and developmental disabilities.
- Skill in developing and evaluating rules, policies, and procedures.
- Skill in planning, implementing, and coordinating HHS agency programs or projects.
- Ability to lead and motivate staff.
- Ability to identify problems, evaluate alternatives, and propose effective solutions.
- Ability to plan, assign, and supervise the work of others.
- Ability to communicate effectively, orally, and in writing.
- Strong organization and critical thinking skills.
