Job Overview

GENERAL OVERVIEW

Candidates for this role must be ready to undergo a thorough background examination. Additionally, candidates will be subject to a review of their driving record and an assessment of their social media presence. As security clearance issues often stem from criminal histories or unresolved credit concerns, comprehensive criminal and credit evaluations will be conducted on all candidates prior to employment.

This position involves conducting criminal intelligence research and analytical work that encompasses intricate data analysis, report generation, and the identification of criminal activity patterns to aid in the investigation and prosecution of Medicaid fraud infractions as well as physical and financial exploitation in Medicaid-supported facilities.

KEY RESPONSIBILITIES
  • Conducts research, analysis, evaluation, and correlation of criminal intelligence data and healthcare information from diverse sources to assess reliability, accuracy, and integrity; develops investigative leads and connections; and identifies patterns and trends.
  • Creates and evaluates intelligence reports regarding criminal activities, threats, and vulnerabilities affecting the Texas Medicaid Program.
  • Reviews, assesses, and provides referral recommendations based on investigative outcomes by preparing detailed written analyses and reports in a professional, accurate, and timely manner, adhering to MFCU standards.
  • Utilizes teletype and/or computer systems to access driver's licenses, criminal records, and files from various agencies, including the National Crime Information Center/Texas Crime Information Center (NCIC/TCIC), as well as vehicle registration databases to identify subjects for law enforcement.
  • Possession of a valid Texas Driver License is required.
  • Performs related duties as assigned.
  • Maintains up-to-date knowledge necessary for executing essential job functions.
  • Regularly attends work in accordance with the agreed-upon schedule.
  • Ensures the security and confidentiality of sensitive and/or protected information.
  • Adheres to all agency policies and procedures, including those related to ethics and integrity.
Qualifications:

MINIMUM QUALIFICATIONS

Criminal Intelligence Analyst I:
  • Education: High school graduation or equivalent.
  • Education: Bachelor's degree from an accredited institution with major coursework in criminal justice, healthcare administration, or related fields; experience in closely related areas may substitute for the required education on a year-for-year basis: full-time data research and compilation, data extraction/query and analysis, utilizing statistical methods and relational databases for data set analysis, Medicaid, Medicare, healthcare insurance, and white-collar crime investigations.
  • Knowledge of intelligence collection; intelligence and crime analysis methodologies, principles, and processes; statistical and link analysis; human behavior and group dynamics; law enforcement operations and regulations; and report writing and presentation skills.
  • Proficiency in collecting, organizing, creating, and communicating documents, presentations, recommendations, and trends relevant to healthcare fraud allegations.
  • Aptitude for managing multiple tasks, prioritizing, and meeting deadlines.
  • Effective oral and written communication skills.
  • Ability to exercise sound judgment and make effective decisions.
  • Willingness to accept and respond positively to constructive feedback.
  • Capability to collaborate professionally with others in an office environment.
  • Commitment to providing excellent customer service.
  • Ability to work in person at the assigned OAG location and perform all tasks at designated OAG workspace, engaging in-person with colleagues (e.g., collaborating, training, mentoring) throughout the work week (unless on approved leave).
  • Ability to arrange personal transportation for business-related travel.
  • Willingness to work beyond 40 hours as necessary and in compliance with the FLSA.
  • Ability to lift and move 30 lbs.
  • Ability to travel (including overnight travel) up to 20%.
Criminal Intelligence Analyst II: All qualifications for Criminal Intelligence Analyst I, PLUS:
  • Experience: One additional year of full-time experience in closely related fields: full-time data research and compilation, data extraction/query and analysis, using statistical methods and relational databases for data set analysis, Medicaid, Medicare, healthcare insurance, and white-collar crime investigations.
PREFERRED QUALIFICATIONS
  • Experience: Conducting historical research and analyzing records.
  • Knowledge: Familiarity with the Texas Penal Code, Code of Criminal Procedure, Rules of Evidence, CDT or CPT coding, and various OSINT sources, as well as the Texas Administrative Code.
  • Skills: Proficient in managing multiple large data sets, clear communication, and trend identification.
  • Abilities: Ability to produce clear and concise written intelligence reports; to utilize charts, graphs, documentary and statistical analysis, and geospatial mapping to convey information, patterns, and trends.
  • Certifications: Certified Crime Analyst, Certified Fraud Examiner.
