Position Summary:

This position provides review, analysis, and investigation of reports of suspected violations of tax laws from the point of suspicion/allegation to the conclusion of any administrative or criminal proceedings. Responsibilities include research/validation of account activities through technical data mining, including the analysis of tax returns, financial records, employment records, corporate organizations, and the history of legal and collections actions to determine compliance with tax laws. Investigations often require in-person or over-the-phone interviews of reporting parties and witnesses as well as field visits, surveillance, and in-person interviews of suspects. Prepares detailed investigative reports and compiles evidence to support referrals for administrative remedies or to present the case for possible criminal prosecution. Criminal case preparation requires writing detailed reports that follow professional and organizational guidelines to explain complex details of the case in relation to evidence provided. Works directly with Office of Special Investigations (OSI) Special Agents and prosecuting attorneys on criminal tax cases and testifies in criminal court proceedings if necessary. Provides tax analysis and research support for other OSI investigations that involve crimes against the Kansas Department of Revenue (KDOR). Assists other state government and outside law enforcement agencies as a tax matter expert on collaborative or joint investigations.

  • Prepare detailed investigative reports and compile evidence
  • Collaborate with OSI Special Agents and prosecuting attorneys on criminal tax cases
  • Provide tax analysis and research support for other OSI investigations

Requirements:

  • High school diploma or equivalent
  • Valid driver's license
  • Two years investigating, fact-finding, accounting, auditing, or enforcing state tax laws, regulations, or policies
  • Satisfactory results of an extensive background check

Preferred Qualifications:

  • Ability to verbally communicate professionally and effectively in stressful situations
  • Effective and professional writing skills with the ability to prepare detailed, complex reports
  • Personal characteristics including a personable demeanor, self-motivation, self-initiative, accountability, responsibility, detail-orientation, and ability to prioritize and execute on multiple and frequently changing priorities

Post-Offer, Pre-employment Requirements:

  • KBI and FBI fingerprint required due to access to Federal Tax Information files in KDOR systems and due to the position requiring use, contact with, and ability to request sensitive Criminal History Record Information
