About the Role

We are seeking a highly skilled and experienced Construction Services Manager to join our team at Chesterfield County, VA. As a key member of our organization, you will be responsible for overseeing the planning, design, construction, renovation, and maintenance of our fire and EMS department facilities.

Key Responsibilities
  • Project Planning and Management
    • Coordinate with fire and EMS department staff, design professionals, and the Capital Project Management department to plan and manage construction projects.
    • Determine project needs, feasibility, scope, projected cost, and project timeline/schedule in consultation with fire and EMS staff.
    • Represent the fire and EMS department in the development of designs, elevations, and site plans for construction projects.
    • Interpret and review construction plans and specifications to ensure projects meet the fire and EMS department service and operational objectives.
    • Provide project management for fire and EMS facility construction, renovation, and major maintenance projects.
    • Conduct field inspections at project sites and solve problems arising during the construction phase.
  • Facility Maintenance
    • Develop and organize preventative maintenance programs for fire facility mechanical, electrical, plumbing systems, and safety inspection programs for all fire and EMS facilities.
    • Manage and coordinate maintenance and minor repairs of ventilation systems for heating and cooling, mechanical systems, plumbing, electrical, other structural systems, and associated site maintenance of fire and EMS facilities.
    • Prepare recommendations to department leadership on facility systems replacement or upgrade projects for budget planning purposes.
    • Monitor, schedule, and oversee contractors performing maintenance and repairs in fire and EMS facilities.
  • Administration, Procurement, and Vendor Management
    • Participate in the development of project budget and project programming; monitor project budget, approve payments, and change orders for fire and EMS projects.
    • Maintain accurate records regarding vendors and fire and EMS facility maintenance expenditures.
    • Work with the county Procurement Department in the development of technical specifications for procurement; review requests for proposals for architectural, engineering, professional, and construction services.
    • Administer contracts with consultants and contractors, contract task orders related to construction of capital projects.
    Requirements
    • Bachelor's degree in architecture, landscape architecture, construction management, engineering, or a related field.
    • Five years of experience, including two years of supervisory experience, in managing large and complex design and construction projects.
    • Ability to analyze and interpret data and develop action plans to accomplish goals, tasks, and meet deadlines.
    • Ability to plan, develop, and implement various projects, prepare project budgets, and manage projects to stay within allocated budget funding.
    • Valid driver's license and good driving record required.
    • Pre-employment drug testing, FBI background check, and education/degree verification required.
    Working Conditions

This position is considered Safety Sensitive and is subject to random drug and alcohol testing. The Construction Services Manager position requires a wide degree of knowledge in almost all aspects of the building construction industry, from structural to electrical and mechanical systems.
