Position Overview


The City of New York is seeking qualified candidates for the role of Strategic Business Analyst to enhance the functionality of the Citywide Payroll Management System (PMS) and Pension Payroll Management System (PPMS) within the Business Support division.

The selected analysts will be responsible for engaging in tasks related to requirements identification, analytical assessments, oversight, and execution of initiatives pertaining to PMS, PPMS, and Citywide Human Resources Management Systems (CHRMS).


Under general supervision, the core duties of this role include:
Operating in a techno-functional capacity with a robust comprehension of business workflows and relational database structures. Collaborating with the release team to offer insights, design, development, and testing support.

Assessing and documenting business needs, reviewing functional specifications, and securing approval from business stakeholders, while also coordinating with technical teams during the transition to technical design.


Key responsibilities encompass, but are not limited to:

  • Conducting sessions to gather requirements with representatives from relevant pension agencies, various city agencies, oversight bodies, and other stakeholders.
  • Developing design documentation, specifications, flowcharts, and both business and functional requirements.
  • Engaging with users to interpret their input to define scope, timelines, and priority requests.
  • Investigating and recommending solutions for business and software challenges.
  • Facilitating or assisting in application testing, planning, coordination, and execution activities.
  • Organizing, managing, and providing regular updates on new projects that may involve inter-agency collaboration to meet delivery timelines.
  • Offering specialized expertise to city agencies concerning business processes and functionalities, including payroll cycles, deductions, and reporting.
  • Preparing timelines, resource allocations, initiatives, and achievements.
  • Conducting data analysis and interpreting findings.
  • Responding to inquiries from agencies or third parties.
Preferred Qualifications

  • Technical and business acumen with experience in PMS, PPMS, CHRMS, and NYCAPS systems; their interfaces, and related transaction processing.
  • At least 5 years of experience in crafting business and functional requirements along with system design documents that deliver logical and innovative solutions to intricate issues.

Hands-on Responsibilities Include:

Breaking down business requirements into detailed designs that encompass functional features, configurations, business rules, and interface file layouts.


  • A minimum of 3 years in a project management or lead analyst role, responsible for planning and organizing work, developing short- and long-term strategies to achieve business goals, and providing subject matter expertise in business interactions and improvement suggestions.
  • At least 3 years of experience with payroll and timekeeping methodologies.
  • Proven ability to meet deadlines by mitigating risks, managing multiple projects concurrently, recommending process enhancements, and making informed decisions.
  • Capability to translate functional and technical requirements into understandable business terms.
  • Demonstrated experience in designing or configuring systems to align with business processes and relational database structures.
  • Ability to work autonomously as well as collaboratively in a multi-team environment.
  • Familiarity with payroll, timekeeping, and personnel systems and practices.
  • Knowledge of processes related to various payroll functions.
  • Strong management and problem-solving skills are essential.
  • Proficiency in time management and providing status updates to management.
  • Experience in application development is advantageous.
  • Solid understanding of standard Software Development Life Cycle (SDLC) methodologies.
  • Proficient in Microsoft Office Suite, particularly advanced skills in Excel, Access, Visio, and Project.
  • Proficient in SQL.
  • Familiarity with operations of New York City agencies.
  • Knowledge of IBM Rational Clear Case and Clear Quest.
  • Excellent communication (both verbal and written), interpersonal, and organizational skills.

Qualifications

  • A bachelor's degree from an accredited institution in computer science, engineering, or a related field, along with four years of relevant full-time experience in information technology service management, process management, or operations.
  • A bachelor's degree from an accredited institution and eight years of relevant full-time experience in information technology service management, process management, or operations.
  • Equivalent education and/or experience may be considered.
