The Financial Information Services Agency and the Office of Payroll Administration (FISA-OPA) is seeking a Strategic Business Systems Analyst to enhance the Citywide Payroll (PMS) and Pension Payroll (PPMS) applications within the Business Support team.
The Analyst will be responsible for activities related to requirement analysis, project monitoring, and implementation concerning PMS, PPMS, and CHRMS (Citywide Human Resources Management) Systems.
Under general supervision, the key responsibilities of this role include:
- Functioning in a technofunctional role with a solid grasp of business workflows and relational databases. Collaborate with the release team to deliver analysis, design, development, and testing support. Analyze and document business requirements, and review functional specifications with business stakeholders for approval, as well as with technical teams during the transition to technical design.
- Facilitate requirements gathering sessions with representatives from relevant Pension Agencies, NYC Uniformed and Civilian agencies, Oversight Agencies, the Department of Education, the NYC Housing Authority, the Office of Payroll Administration, Bureau of Payroll Operations, and other relevant users.
- Develop design documents, specifications, flowcharts, and both business and functional requirements.
- Interview and analyze user input to define scope, timelines, and priority requests.
- Investigate and recommend solutions for business and software challenges.
- Conduct or assist in the planning, coordination, and execution of application testing activities.
- Plan, manage, and provide regular updates on new projects and tasks that may involve other agency activities to ensure timely delivery.
- Offer direct expertise to city agencies regarding business processes and functionalities, including pay cycles, payroll deductions, agency/user payroll setup and management, reporting, etc.
- Prepare timelines, resource plans, initiatives, and achievements.
- Execute data analysis and interpret findings.
- Technical and business knowledge with experience in PMS, PPMS, CHRMS, and NYCAPS systems; their interfaces, and related transaction processing.
- At least 5 years of experience in creating business/functional requirements and system design documents that provide logical and innovative solutions to complex issues.
Hands-on responsibilities include:
Breaking down business requirements into detailed designs that may encompass: functional and framework features, configurations, business rules, and interface file layouts.
- A minimum of 3 years in a project manager or lead analyst role with responsibilities for planning and organizing work, developing short and long-term plans to achieve business objectives, and providing subject matter expertise in business interactions and improvement recommendations.
- At least 3 years of experience with timekeeping and payroll methodologies.
- Proven track record of meeting deadlines by mitigating risks, managing multiple projects concurrently, recommending process enhancements, and making informed decisions.
- Ability to translate functional and technical requirements into accessible business terminology.
- Demonstrated experience in designing or configuring systems to align with business processes and relational database structures.
- Capability to work independently as well as collaboratively in a multi-team environment.
- Familiarity with payroll, timekeeping, and personnel systems and practices.
- Knowledge of processes for VSF, COLA, SADB, 1099, and 1042.
- Proven management and problem-solving skills are essential.
- Ability to plan and manage time effectively according to schedules, providing management status updates.
- Application Development experience is advantageous.
- Strong understanding of standard SDLC methodologies.
- Proficiency in MS Office 2010 and later versions.
- Advanced skills in Microsoft tools including Excel, Access, Visio, and Project.
- Proficiency in SQL.
- Familiarity with New York City agency operations.
- Knowledge of IBM Rational Clear Case and Clear Quest.
- Excellent communication (oral and written), interpersonal, and organizational skills.
- Respond to inquiries from agencies or third parties.
