Position Overview

The Real Estate Officer plays a crucial role in managing the acquisition process from initial concept through to lifecycle management and eventual disposition. This position is responsible for overseeing leasing operations across a substantial portfolio of both leased and owned properties.

  • Education: Bachelor’s degree in Business Administration, Finance, or equivalent professional experience.
  • Travel Opportunities: Domestic travel may be required.
  • Eligibility: U.S. citizenship required (dual citizenship also accepted).
  • Age Requirement: Must be at least 18 years old.
  • Relocation: Willingness to relocate to the Washington, DC area is necessary.
  • Security Clearance: Ability to pass security and medical evaluations.

As a Real Estate Officer for the Central Intelligence Agency (CIA), you will deliver innovative solutions to meet the real estate leasing requirements of various U.S. Government agencies.

The role demands a comprehensive understanding of the federal procurement landscape, including contracting principles, best practices, and acquisition policies. Your expertise will be vital in supporting the Agency's Real Estate Program, which is responsible for acquiring, managing, and disposing of real property.

Essential Duties
  • Fostering and maintaining relationships between landlords and the Agency.
  • Negotiating and managing contracts related to real estate operations and maintenance.
  • Assessing and identifying the real property needs of the Agency.
  • Facilitating the purchase and sale of Agency real estate assets.

At the Full Performance level, you will oversee the real property purchasing program, select vendors, and evaluate their performance.

Successful candidates will be proactive self-starters with a proven ability to resolve complex issues efficiently.

Qualifications
  • Minimum of 5 years of federal acquisition experience.
  • Ability to manage multiple competing priorities effectively.
  • Strong organizational, interpersonal, and presentation skills.
  • Willingness to travel domestically as required.
  • Experience in project and program management.
  • Commitment to continuous professional development through training and hands-on experience.
  • Attention to detail and excellent organizational skills.
  • Experience in commercial real estate.
  • Familiarity with Federal Acquisition Regulations, particularly in purchasing land and buildings for government use.
  • Knowledge of Federal Property Management Regulations and real estate law.
  • Understanding of the Working Capital Fund.
  • Experience with the General Services Administration Manual.
  • Prior experience in federal leasing or procurement and/or commercial real estate.
  • Background in purchasing land and buildings for the Federal Government.
