Position Overview

The Real Estate Officer is responsible for overseeing acquisitions from initial concept through lifecycle management to final disposition, as well as managing leasing operations for a substantial portfolio of properties.

As a Real Estate Officer (REO) at the Central Intelligence Agency (CIA), you will deliver innovative solutions to meet real estate leasing requirements for various U.S. Government agencies.

Real Estate Officers should possess a comprehensive understanding of the federal procurement framework, including contracting principles, best practices, and acquisition policies. You will play a crucial role in supporting the Agency's Real Estate Program, which involves acquiring, managing, and disposing of real property. Your responsibilities will include:

  • Fostering and maintaining relationships between landlords and the Agency
  • Negotiating and managing real estate operations and maintenance contracts
  • Assessing agency real property requirements
  • Facilitating the acquisition and disposal of Agency real estate

At the Full Performance level, Real Estate Officers will oversee the real property purchasing program, select vendors, and evaluate their performance.

Successful candidates will be proactive self-starters with a demonstrated ability to resolve complex issues efficiently.

  • Minimum of 5 years of proven experience in federal acquisition
  • Ability to manage multiple competing priorities
  • Strong organizational, interpersonal, and presentation skills
  • Willingness to travel domestically as required
  • Experience in project and/or program management
  • Motivation to further develop expertise through formal training and practical experience
  • Attention to detail and strong organizational skills
  • Experience in commercial real estate
  • Familiarity with Federal Acquisition Regulations, particularly in purchasing land and buildings for government use
  • Knowledge of Federal Property Management Regulations and real estate law
  • Understanding of the Working Capital Fund
  • Experience with the General Services Administration Manual
  • Background in federal leasing or procurement and/or commercial real estate
  • Prior experience in acquiring land and buildings for the Federal Government
