Role Summary:
The Contract Specialist II will play a vital role in supporting acquisition efforts for Air Force Special Access Programs. This position involves adherence to relevant Federal, Department of Defense, and Air Force acquisition policies, laws, regulations, and guidelines. The Contract Specialist II will assist the Contracting Officer in securing essential national security capabilities by managing contract administration from requirement definition to contract fulfillment, while also overseeing contract performance.

Key Responsibilities:
1. Collaborate with the Contracting Officer to strategize and oversee acquisitions for diverse products and services within the contracts division.
2. Provide comprehensive contract support, including:
   a. Conducting market research
   b. Preparing solicitation documents (both pre and post-award)
   c. Reviewing proposals for compliance
   d. Performing cost/price evaluations
   e. Assisting in negotiation strategies
   f. Reviewing and processing invoices
3. Support the integration of acquisition planning, requirements development, and resource allocation into actionable project plans aligned with program objectives and strategic goals.
4. Ensure uniformity across all acquisition documentation.
5. Facilitate program execution and informed decision-making.
6. Assist in developing acquisition strategies, including determining contract methods/types and managing contract administration tasks, such as maintaining contract files and preparing modifications.
7. Oversee contract performance in collaboration with the Contracting Officer.
8. Communicate project status and challenges, and contribute to acquisition and policy recommendations.
9. Perform additional duties as assigned.

Qualifications:
- Bachelor of Arts/Bachelor of Science (BA/BS) degree.
- Minimum of 5 years of experience in government contracting within the private sector or as a GS Contract Specialist or higher.
- Additional education or relevant certifications may substitute for experience, subject to customer approval.
- Proven expertise in managing contract actions from inception to execution.
- Extensive experience in conducting source selections, cost or price analysis, negotiations, and preparing related contract documentation in accordance with directives and policies.
- At least 5 years of relevant experience in DoD/IC or related industry, including a minimum of 1 year in an SAP and/or SCI environment within the last 5 years.
- Proficiency in ConWrite is preferred.
- Active TS/SCI clearance is required.
- Valid driver's license is necessary.
- Compliance with COVID vaccination requirements or approved accommodations for medical or religious reasons is mandatory.

Knowledge, Skills, and Abilities:
- Ability to successfully complete a Government Counterintelligence Scope Polygraph (CI Poly).
- Knowledge of contracting for a variety of products and services related to major systems, research and development (R&D), and complex programs utilizing various contracting methodologies, including negotiated contracts and commercial acquisition procedures as outlined by the Federal Acquisition Regulation (FAR) and other applicable supplements.
- Capacity to work under tight deadlines with demanding performance expectations.
- Willingness to travel CONUS and OCONUS.
