The Program Manager will oversee the successful management of contract costs, timelines, and performance metrics. This role acts as the primary liaison for the Contracting Officer (CO), the Contracting Officer's Representative (COR), the Government Program Manager, and the senior management of the Contractor. The position directly influences program activities across various domains, including financial oversight, schedule planning and monitoring, contract performance evaluation, risk assessment, requirements analysis, and quality control measures. It is essential to ensure optimal execution of tasks to facilitate the most effective and efficient management of the contract.

The Program Manager will provide leadership, direction, administration, and quality assurance for the execution of the Task Order. Responsibilities include delegating tasks to contractor personnel, supervising ongoing technical initiatives, and managing overall Task Order performance. The Program Manager must be an employee of the prime contractor and possess the authority to make decisions on behalf of the contractor's organization in response to Government inquiries, concerns, and feedback, while also proactively identifying potential contractual or programmatic challenges and resource limitations.

Qualifications:

  • Education: A minimum of a Master's degree in a business-related discipline is required.
  • Experience: At least 15 years of project management experience, including 8 years in a supervisory capacity.
Security Clearance:
  • TS/SCI clearance is mandatory.
Key Responsibilities:

Physical Requirements:
Must be able to sit for extended periods at a desk (90%). Prolonged computer use is required (90%). Occasional walking moderate to long distances may be necessary due to parking and work area location.

Work Environment:
Office/cubicle setting. Must maintain professional interactions with colleagues and all management levels (100%).

Equipment Utilization:
Must be proficient in operating a personal computer, telephone, copier, and other standard office equipment (100%). Ability to evaluate current and advanced computer hardware and software to support specific requirements and integrate with other systems.

Attendance:
Regular attendance is crucial. Standard work hours are typically 8 hours per day, 5 days a week, Monday through Friday. Punctuality is essential for providing continuous service. Attendance is vital for maintaining service continuity. Occasional work outside of regular hours may be required with minimal notice. Overtime is rare but necessary when required (1%).

Additional Responsibilities:
Effective communication skills, both verbal and written, are essential. Must interface with individuals at all organizational levels. Must be able to obtain unescorted access to work areas. Professional grooming and attire must be appropriate for the role and not pose any safety risks to oneself or others.
