Information Technology Business Analyst III

Engages in advanced business analysis for the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC).

This role encompasses overseeing and supervising the formulation of system requirements and project outputs for the transition of the Texas Management Information System (MIS) to the WIC Electronic Benefit Transfer (EBT) system.

Evaluates program necessities and trends, providing recommendations for strategic enhancements to the system. Ensures compliance with federal and state mandates related to the EBT system requirements.

This position serves as the subject matter expert for the Nutrition Education and Clinic Services Unit regarding Electronic Benefit Transfer (EBT) functionalities.

Responsibilities include developing program policies and client-facing materials that guide benefit issuance and the MIS/client portal.

Key Responsibilities:
(30%)

Act as the subject matter expert for the Nutrition Education and Clinic Services Unit regarding EBT functionalities.

This includes coordinating the analysis of State WIC policies and procedures to assess the impact of new technology and the transition to EBT benefit issuance. Supervises the creation and evaluation of requirements, complex project outputs, design document plans, and provides feedback to vendor application partners for the transition to EBT benefit issuance. Ensures that the MIS adheres to federal and state mandated requirements related to the EBT system.

(30%) Represents Texas in multi-state discussions concerning system requirements, making informed decisions for the Texas MIS based on user feedback and business necessities. Acts as a liaison between the Texas State Agency and the Texas Association of Local WIC Directors Technology committee to identify business requirements and communication for EBT benefit issuance, aiming to enhance the WIC MIS and eligibility process. Analyzes user requirements from both state and local agency personnel, communicating testing requirements, training, and feedback to developers for system improvements. Consults and escalates project decisions to stakeholders for final approval of complex project outputs.

(20%) Develops training materials and conducts sessions for State Agency Subject Matter Experts (SMEs) and WIC contractors regarding EBT benefit issuance and enhancements to the Texas MIS processes. Serves as the SME for inquiries and feedback from WIC local agencies, providing technical assistance as necessary. Reviews quality assurance monitoring reports and responses to assess the appropriateness of findings based on MIS functionality, federal regulations, and state policies. Acts as a State Agency Partner (SAP) to assigned local agencies, serving as the primary contact for timely responses to WIC directors.

(15%) Reviews and provides input on test cases for User Acceptance Testing. Evaluates communication materials related to EBT benefit issuance and other enhancements, offering feedback prior to implementation. Proactively identifies potential project risks and suggests mitigation strategies to developers. Reviews and responds to inquiries from Texas WIC local agencies, USDA, state auditors, and other external stakeholders.

(5%) Additional duties as assigned may include participating in or supporting roles to fulfill the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. This may involve alternate shift patterns or locations.

Required Knowledge, Skills, and Abilities:
Familiarity with local, state, and federal regulations pertaining to the WIC program.
Understanding of business and management principles relevant to strategic planning.
Knowledge of public health nutrition.
Proficiency in training methodologies.
Strong organizational skills.
Competence in using word processing software, including Microsoft Word and Excel.
Ability to analyze and evaluate complex information technology applications, policies, and issues.
Skill in devising creative and practical solutions to complex challenges.
Capacity to interpret technical information, including regulations, policies, and automation system documentation/specifications.
