WIC Nutrition Program Business Analyst

The Texas Department of Aging & Disability Services is seeking a highly skilled Business Analyst to join our team, focusing on the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). This role offers a flexible telework option and requires advanced analytical capabilities.
Key Responsibilities:
(35%) Act as the Subject Matter Expert (SME) for the nutrition education components of the WIC Management Information System (MIS) and the WIC client portal. Responsibilities include:
- Evaluating user feedback and business requirements to inform decision-making.
- Overseeing the creation and assessment of intricate requirements, project deliverables, and design documentation for vendor partnerships. - Analyzing user needs from both state and local agency personnel, communicating testing requirements, and providing feedback to developers for system enhancements. - Consulting with the Nutrition Education Clinical Services Unit Director and the Nutrition Education Branch Manager for final approval on complex project deliverables.(35%) Lead and engage in the planning, development, and execution of nutrition education features within the WIC MIS and client portal. Duties include:
- Managing client testing and developing feedback surveys to monitor client engagement using analytical tools like Power BI.
- Identifying program improvements and collaborating with NECS unit SMEs to enhance nutrition education components. - Overseeing updates related to nutrition education offerings and ensuring accurate information linkage between systems. - Maintaining master data concerning classes and online resources, ensuring updates as necessary.- Serving as a liaison between the WIC MIS and client portal teams and the Nutrition Education branch, translating technical issues into accessible language.
(15%) Develop training materials and conduct sessions for State Agency SMEs and local agency staff regarding the nutrition education features of the WIC MIS and client portal. Responsibilities include:
- Acting as the SME for inquiries related to nutrition education.
- Responding to feedback and providing necessary technical assistance.(10%) Supervise user interface and usability testing for the nutrition education components of the WIC MIS and client portal. Responsibilities include:
- Assisting in the development and review of testing scenarios.
(5%) Additional duties as assigned, which may include participation in disaster response and recovery efforts or Continuity of Operations (COOP) activation, potentially involving alternate shift patterns.
Required Knowledge, Skills, and Abilities:
- Understanding of local, state, and federal regulations pertaining to the WIC program.
- Familiarity with business and management principles related to strategic planning.
- Knowledge of public health nutrition.
- Proficiency in organizational skills and the use of software tools, including Microsoft Word and Excel.
- Ability to analyze and evaluate complex IT applications and policies.
- Skill in developing innovative solutions to complex challenges.
- Capacity to interpret technical information, including regulations and system documentation.
- Sound judgment in decision-making.
- Ability to supervise others and manage multiple assignments effectively.
- Strong communication skills, both verbal and written.
- Competence in organizing and leading meetings with various leadership levels.
- Ability to foster consensus among teams on programmatic issues.
